This is a position-specific recruitment for a Management Service role serving at the pleasure of the Appointing Authority. The position is located in Annapolis, Maryland.

About the Role

Join the Comptroller’s Office in downtown Annapolis. The Comptroller of Maryland is seeking an experienced and highly motivated professional to join its senior management team as a Program Manager Senior II (Deputy Director) within the Revenue Administration Division (RAD). This role provides leadership to ensure all processes align with the division’s mission. The successful candidate will be a mission- and values-driven leader with expertise in guiding cross-functional teams, business planning, forecasting, and driving operational efficiency. They will act as a collaborator and partner to support RAD’s goals and strategic modernization plans.

The Program Manager Senior II (Deputy Director) will oversee and lead various teams within the division while strengthening systems and practices to support growth. This position acts as a liaison between internal teams, stakeholders, and vendors, fostering strong relationships and ensuring effective and efficient delivery of program services and resources.

Responsibilities

  • Plan, direct, coordinate, and support the operations of the division.
  • Assist the RAD Director in the administration of the division, including strategic planning.
  • Represent the division in special projects, programs, committees, and other high-profile assignments.

Requirements

  • Bachelor’s Degree from an accredited four-year college or university.
  • Seven years of progressively responsible management experience in accounting, finance, administrative, or operations leadership positions.
  • Candidates may substitute a Graduate degree from an accredited college or university for four years of the required experience.
  • For education obtained outside the U.S., proof of equivalent American education as determined by a foreign credential evaluation service is required.

Qualifications

  • Three years of experience examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles.
  • Demonstrated ability to plan, direct, and administer all aspects of a major operations unit.
  • Demonstrated ability to establish goals, standards, and controls to meet operational objectives.
  • Demonstrated ability to plan, coordinate, supervise, and evaluate the work of subordinate managers.
  • Excellent verbal and written communication skills.
  • Demonstrated ability to organize, lead, and manage multiple functions and tasks.
  • Confidence, self-motivation, and strong conflict resolution skills.
