Deputy Director, Priority Capital Construction Project, TB&T
About the Role
The Tunnels, Bridges and Terminals (TB&T) Department is seeking an experienced transportation executive to join their leadership team as Deputy Director, Priority Capital Construction Programs. Reporting to the Director of TB&T, the Deputy Director provides direct oversight of a substantial capital budget and overall direction to the executive team managing the portfolio of TB&T Priority Capital Construction Programs. This is an exciting time to join a team that is advancing several mega‑projects vital to the regional economy, including the rehabilitation of the elevated roadway leading to the Lincoln Tunnel (the Helix), the rehabilitation of the Outerbridge Crossing, the George Washington Bridge “Restore the George” Program, and the $11 billion program to replace the Port Authority Bus Terminal. The 900 employees in the TB&T Department serve over 700,000 monthly vehicular trips across its six bridges and tunnels, and more than 200,000 passengers daily at the Port Authority Bus Terminal and the George Washington Bridge Bus Station.
Responsibilities
- Advance TB&T’s Priority Capital Construction Programs and coordinate with internal and external stakeholders to move these critical projects forward.
- Oversee the portfolio of Priority Capital Construction Programs, including:
- Restore the George – eleven projects valued at $2.17 B, with seven near completion and four in design/construction.
- Rehabilitation of the Outerbridge Crossing – design‑phase comprehensive rehabilitation to extend bridge life until replacement in the next capital plan (construction scheduled 2027).
- Rehabilitation of the Lincoln Tunnel Helix – design‑phase comprehensive rehabilitation to extend roadway life until replacement in the next capital plan (construction scheduled 2027).
- Port Authority Bus Terminal Replacement – $11 Billion replacement program currently in construction.
- Represent the Director in all matters related to managing the TB&T Department when the Director is out of the office.
- Provide direction to department leaders who manage the Priority Capital Construction Projects portfolio.
- Offer oversight, leadership, and guidance for initiatives requiring inter‑departmental cooperation, focusing on operations, maintenance, security, budgets, capital investment, sustainability, and customer service.
- Collaborate with other departments to reach consensus on roles and responsibilities, considering impacts on staff, budgets, and service delivery.
- Participate in developing the department’s strategic planning, policy agenda, and business plan; support initiatives that increase revenue, reduce costs, and improve efficiency, safety, mobility, and customer service.
- Continuously review the department’s organizational structure and functions to ensure effective staff alignment with the mission and vision, while fostering a diverse work climate.
- Work with department leaders to ensure staff capability, availability, competence, and motivation.
Minimum Qualifications
- Bachelor’s degree in Management, Technology, Operations Management, or a related field from an accredited college or university (graduate degree in Engineering, Business Administration, Public Administration, Transportation, or related field preferred).
- 10–15 years of progressively responsible executive‑level experience, preferably in an organization comparable in size and complexity to the TB&T Department at the PANYNJ, with at least 7 years in the public transportation field.
- Valid driver’s license.
Desired Qualifications
- At least 15 years of progressively responsible experience in operations, planning, security, project management, customer service, performance management, life‑cycle asset management, and infrastructure maintenance within a complex transportation environment.
- Minimum 5 years of progressive responsibility managing and directing a broad capital and operating program portfolio, including measuring and improving implementation, recommending policy changes, evaluating alternate project delivery systems, and meeting agency‑level performance measures.
- Extensive knowledge of the bridge, tunnel, and highway transportation industry, including familiarity with fare and toll collection systems.
- Senior‑level experience leading and developing a large, diverse technical and operational staff, with a proven record of effective team building and successful outcomes.
- Superior interpersonal skills for interacting with internal staff at all levels and a broad range of external stakeholders (government agencies, elected officials, community organizations, contractors, consultants, regional transportation organizations).
- Demonstrated experience navigating a complex, political organization.
- Ability to achieve broad business goals and understand impacts on various stakeholders and constituents.
- Excellent written and oral communication skills, with experience preparing and delivering presentations to executive and senior staff, as well as internal and external stakeholders.
- Strong negotiation and conflict‑resolution abilities.
Compensation
- Minimum salary: $193,336
- Midpoint salary: $251,324
- Salary is dependent on experience, knowledge, skills, abilities, and internal factors.
- Remote work permitted up to one day per week, subject to operational and business needs.
