Deputy Director of Capital Projects
About the Role
Administrative, supervisory, and management work in developing and implementing strategic capital investments in the City’s buildings and building systems. Responsible for planning and executing continuing capital improvements to the City’s buildings, and for coordinating with the Department of Public Works for ongoing operations and maintenance.
Responsibilities
- Assists the department director in overseeing the annual recurring capital investment program to provide building code updates, ADA compliance, energy efficiency, and general improvements to all buildings owned by the City.
- Manages department staff, including monitoring project progress, problem-solving, staff training, annual performance reviews, and mentoring.
- Develops scopes of work and budgets for building improvement projects in consultation with House Doctor services and other key City staff.
- Monitors contracts with professional service providers (e.g., architects, engineers, owner’s project managers, licensed site professionals) and contractors to ensure quality capital projects and services.
- Reviews and approves project-related contract amendments, change orders, invoices, and applications for payment.
- Monitors project budgets, cash flows, and reports additional financial needs to senior IAM management.
- Assists the Director of Infrastructure and Asset Management (IAM) in long-range capital planning and implements methods to prioritize capital improvement projects.
- Provides advice and support to department heads and elected officials regarding capital improvement projects and attends public hearings and meetings as needed.
- Assists in project coordination, permitting efforts with the city’s Fire Prevention and Inspectional Services divisions.
- Assists the Department of Public Works in developing plans for routine maintenance of City buildings and efficient use of work order software (CMMS) and building management systems (BMS).
- Oversees building audits and inspections to improve planning for capital improvements and enhanced maintenance.
- Interacts with the public concerning events and incidents related to capital projects and works with the Communications team on effective strategies.
- Assists in the development of the Department’s operating budget.
- In the absence of the Director of Capital Projects, makes decisions and communicates on behalf of the IAM Capital Projects Division.
Requirements
- Bachelor’s degree in architecture, engineering, construction management, or a closely related field and five to seven (5-7) years of related experience in construction, real estate, or facilities management; or an equivalent combination of education, training, and experience.
- Must possess or have the ability to obtain a license or certification in engineering, architecture, construction, or a related profession.
- Must possess a valid MA Class D Driver’s License.
Skills
Knowledge
- Considerable knowledge of the principles and practices of building construction and maintenance.
- Knowledge of budgetary management and financial modeling.
- Working knowledge of computer hardware and software supporting departmental operations.
Abilities

- Ability to communicate effectively in writing, public speaking, and presentations.
- Ability to operate a computer and deal appropriately with City employees, officials, contractors, and the public.

- Ability to analyze and explain financial implications of capital planning decisions.
- Ability to recruit, train, and mentor employees while fostering effective team relationships.
Skills
- Excellent organizational and administrative skills, including managing multiple deliverables with overlapping deadlines.
- Strong conceptual, analytical, verbal, and written communication skills.
- Outstanding meeting facilitation skills.
- Bilingual language skills in Spanish, Portuguese, Haitian-Creole, or Nepali a plus.
Work Environment
The work environment involves everyday office discomforts with occasional exposure to outside elements. Noise or physical surroundings may be distracting but are generally not unpleasant. May require working beyond normal business hours for evening meetings.
Physical and Mental Requirements
Physical Skills
Little or no physical demands; work effort primarily involves sitting, with intermittent stooping, walking, and standing. Occasional lifting of objects up to 30 lbs.
Motor Skills
Duties are largely mental but may occasionally require minimal motor skills for operating office equipment, typing, filing, and sorting.
Visual Skills
Visual demands include reading documents for general understanding and analytical purposes, as well as reviewing maps and blueprints with a need for color vision.
Pay
$110,000 - $114,000 plus annualized benefits.
Schedule
Full-Time, exempt status under FLSA.
