Deputy Director of Public Works

Deputy Director of Public Works – full‑time, 40 hours per week. Provides hands‑on leadership, strategic direction, and operational oversight to various Public Works departments, reporting to the Director of Public Works. Ensures delivery of public services, infrastructure maintenance, and capital improvement projects.

Responsibilities

• Assist the Director in planning, directing, and coordinating department operations.
• Oversee field operations for Water/Sewer Distribution, Water Treatment Plant, Wastewater Treatment Plant, Electric, Streets, Parks and Facilities, and Recreation.
• Prepare and review bid specifications for the Director’s final review and approval.
• Assist in developing and monitoring budgets for departments.
• Provide mentorship and guidance to staff.
• Collaborate with other departments, agencies, and community stakeholders.
• Ensure compliance with local, state, and federal regulations.
• Develop and improve the Village of Penn Yan Health and Safety Program for public works personnel.
• Coordinate and oversee all required trainings, including new hires and yearly requirements.
• Oversee and administer work on contractors doing work in connection with public assets.
• Attend various local, regional, and state meetings as required.

Minimum Qualifications

• Bachelor’s degree in Engineering or a closely related field from a regionally accredited or New York State‑registered college/university, plus three (3) years of experience in construction, installation, maintenance and/or operation of water transmission and distribution systems, wastewater treatment systems, streets, parks, playgrounds and cemeteries, and electrical distribution system, with at least one (1) year in a supervisory role; OR
• Associate’s degree in Engineering Science, Engineering Technology, Construction Technology, or a closely related field, plus five (5) years of the experience described above, with at least one (1) year in a supervisory role; OR
• High school diploma or equivalent, plus seven (7) years of the experience described above, with at least one (1) year in a supervisory role; OR
• An equivalent combination of education and experience as defined by the limits of the options above.

Preferred Qualifications

• Strong understanding of municipal infrastructure systems, construction practices, and maintenance procedures.
• Ability to work effectively in field settings and lead diverse teams.
• Exceptional communication, problem‑solving, managerial, and organizational skills.
• Experience with GIS and other relevant technologies.

Schedule

Full‑time position, 40 hours per week.
