About the role

The Deputy Director of Finance position reports to the Chief Financial Officer and provides highly responsible, technical and professional work involving the accounting, financial analysis, interpretation and preparation of financial data and reporting for the County. The Deputy Director of Finance assists with the organization and coordination of the annual county budget process. The work also involves responsibility for processing, reviewing, reporting and analyzing financial data. The work requires that the employee has good knowledge, skill and ability in all aspects of governmental accounting and budgeting as well as an ability to interpret financial or operational issues.

Responsibilities

  • Coordinates, plans, participates in, and implements various financial projects and programs, including but not limited to, revenue analysis, operational analysis, overhead rate analysis and development of internal cost recovery.
  • Creates and analyzes technical financial information in preparation for the County's Comprehensive Annual Financial Report as well as other technical financial reports.
  • Serves as liaison to the County's internal and external auditor.
  • Provides audit schedules and requested documentation to the District's external auditor.
  • Assist the Chief Financial Officer in the development of budgets and capital improvement planning, as well as quarterly financial reporting to internal stakeholders and citizens.
  • Uses technical tools to organize reporting data, including key economic indicators for the county, region, state and nation.
  • Creates and maintains financial models and tools for forecasting, cost planning, and other financial projects.
  • Assist in financial analysis, forecasting, and scenario modeling to support decision-making and identify risks and opportunities.
  • Support debt issuance activities, including coordinating documentation review and working with financial advisors and bond counsel as needed.
  • Provide advisory support on financial policies, procedures, and reporting practices to promote compliance with Federal, State, and local regulations.
  • Assist in evaluating financial systems, tools, and reporting processes to improve efficiency and visibility.
  • Offer general financial insight and recommendations aligned with County priorities, as directed by the CFO.
  • Other duties as assigned.

Qualifications

  • 10+ years of progressively responsible experience in accounting, budgeting, or financial management.
  • Bachelor's degree in related field or equivalent professional experience, training, and certifications that demonstrate required skills and knowledge.
  • 3+ years of supervisory experience.
  • Strong general accounting, fiscal analysis, and aptitude.
  • Knowledge of governmental accounting is preferred.
  • Experience with Infor and OpenGov, or comparable enterprise financial, HR, or budgeting systems.
  • Excellent verbal and written communication skills.
