About the Role

Reporting to the Department Head, the Deputy Director of Finance and Administrative Services functions at the highest level of department management and is responsible for all fiscal and administrative functions of the San Francisco Adult Probation Department (SFAPD). This senior executive-level position plans, develops, and implements financial and administrative strategies, advising the Chief Adult Probation Officer on budgetary, operational, and policy matters. The role oversees financial integrity, compliance, and administrative operations while managing human resources, procurement, and legislative compliance.

Responsibilities

  • Department Accounting Manager:
    • Serve as subject matter expert overseeing accounting and budgeting structures, policies, and procedures.
    • Provide leadership and coordination for internal and external audits, including corrective action plans and progress reporting.
    • Develop and implement internal controls to ensure fiduciary integrity and compliance with city/county, state, and federal regulations.
  • Chief Budget Strategist:
    • Develop and coordinate budget processes to maximize funding streams from state, federal, sales, tax, vehicles, and grants.
    • Manage the department’s master budget production schedule, convene budget meetings, and compile annual budget recommendations.
    • Oversee position control, reconciliation, expenditure projections, and budgetary controls.
    • Plan, develop, and present budget narratives, policies, and variance reporting.
  • Procurement:
    • Serve as subject matter expert overseeing all procurement activities, including RFPs, personal service contracts (PSCs), and policy development.
    • Interpret and ensure compliance with city procurement regulations.
    • Oversee financial integrity and reconciliation of accounting, budgeting, banking, and contracting systems.
    • Develop financial and statistical reporting for monthly, quarterly, and annual projections.
    • Plan and implement financial business analytics and dashboard reporting systems.
    • Conduct feasibility studies for compliance reporting, legislative impact analysis, and grant proposals.
  • Human Resources:
    • Manage and oversee all areas of human resources, including leave management, reasonable accommodations, recruitment, labor relations, and payroll.
    • Develop and review departmental personnel policies and procedures.
    • Interpret and ensure compliance with Civil Service Commission (CSC) rules, City Charter, and Collective Bargaining Agreements (CBAs).
    • Oversee ADA reasonable accommodation, leave management, and Workers’ Compensation programs.
    • Provide training to managers on employee/labor issues, disciplinary processes, and performance management.
    • Advise managers on labor relations, CBA interpretation, and employment laws.
  • Compliance:
    • Monitor, analyze, and interpret federal, state, and local legislation and regulations.
    • Conduct internal affairs investigations and coordinate responses to audits.
    • Develop strategies and policies to achieve compliance and minimize financial/programmatic impacts.
    • Consult with department executives to develop strategic plans, including Racial Equity and Five-Year Plans.
  • Supervision:
    • Plan, organize, and manage day-to-day operations of Finance and Administrative Services.
    • Supervise and train staff, evaluate performance, and recommend disciplinary actions.
  • Department Representation:
    • Collaborate with other City departments, the Superior Court, and external organizations on joint funding projects.
    • Represent the department in financial and budgetary matters with City/County agencies, state/federal agencies, and the public.
    • Maintain relationships with elected officials, community groups, and labor organizations.
  • Perform other duties as assigned.

Requirements

  • Possession of a baccalaureate degree in accounting, finance, business administration, public administration, or a closely related field.
  • Three (3) years of progressively responsible managerial experience directing a complex financial and administrative operation, including supervisory experience.

Education Substitution: Additional years of qualifying experience may substitute for up to two years of the required degree (on a year-for-year basis).
