About the role
The Deputy Director, General Services works closely with the Director of the General Services Department to provide executive-level strategic support and drive initiatives to improve the core functions of the department. This position serves as a trusted advisor and helps to position the department to provide superior service, integrity, and commitment to innovation, efficiency, fiscal and corporate social responsibility.
Responsibilities
- Assists Director in all aspects of management and administration including development of strategic plans, short and long-term objectives, budgeting, and performance measurement for operational efficiency and accountability.
- Performs administrative duties for the Department.
- Assists Director in the development of and daily management of the Department’s operating budgets, personnel, equipment, and facilities.
- Assists with the development and success tracking of the 6 Year Capital Improvement Program (CIP), Climate Action Plan, and capital budget and prepares technical reports.
- Oversees implementation of new initiatives and delivery models in alignment with the Commission strategic plan.
- Supervises employees including selection or recommendation of hires, training, assignment and evaluation of work, counsel, discipline, and/or recommendation of termination.
- Manages, oversees, and ensures alignment and advancement of WSSC Water’s climate and energy priorities including GHG reduction efforts.
- Supports management and direction of the Commission’s real property development; property disposition, and Public Private Partnership (P3) activities consistent with the Commission’s policy, goals, and objectives.
- Prepares and presents verbal, written, and other complex operational, analytical, and statistical reports to senior management and WSSC Water Commissioners.
- Oversees and monitors management controls, departmental compliance, and risk mitigation strategies.
- Builds effective relationships and strategic partnerships with internal and external stakeholders to advance the WSSC Water mission, vision, and objectives.
- Manages the development of the Department’s Asset Management, sustainability, and real estate development programs.
- Provides support to division managers and informs of emerging policy and political issues and developments.
- Represents Director at external meetings and in Director’s absence.
Requirements
- Comprehensive knowledge of the principles and practices of the facility design, construction, operations and maintenance of buildings and their systems.
- Thorough knowledge of procurement and contract development and administration.
- Thorough knowledge of business administration as applied to vertical facility design/construction, building maintenance, sustainability, real estate development, and fleet operations.
- Excellent verbal and written communication skills.
- Skill in work management and leadership of a large team of cross-functional professional and technical personnel.
- Strong knowledge of the full life cycle of facilities and equipment.
- Familiarity with climate action strategies, greenhouse gas (GHG) reduction initiatives, and climate adaptation planning.
- Knowledge of renewable energy technologies, and energy efficiency best practices.
- Awareness of relevant federal, state, and local regulations, standards, and reporting requirements related to facilities, sustainability, and energy.
- Ability to effectively plan and implement various management and support programs and initiatives.
- Ability to establish and maintain effective working relationships with officials, employees and the general public.
- Ability to keep records and to prepare clear, concise reports of support services operations including facility, fleet, and warehouse.
