Responsibilities

  • Direct the development of Agency financial plans, ensuring departmental and MTA-wide and Agency conformity with corporate budgeting assumptions, expense reduction targets, and other actions for budget balancing.
  • Effectively guide and assist departments and agency executive leadership in developing a financial plan that allows the agency to achieve operating performance goals while remaining within the overall MTA financial envelope.
  • Direct the staff and oversee the monthly, quarterly, and annual review and reporting of operating budget results, including revenues, accrued and cash expenses, headcount, overtime, employee availability, and key operating performance metrics.
  • Reports provided to MTA executive staff, MTA Board, agency department heads, executive staff, and other parties.
  • Work with MTA, Agency, and departmental staff to monitor financial performance and develop recommendations for corrective action and/or budget modification.
  • Select, develop, and motivate staff. Provide prompt and effective coaching and counseling. Review the performance of staff.
  • Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Work with other Directors/Deputy Directors in Management & Budget MTA-wide, and their staff, to improve workflows related to financial plans, forecasts, and analyses.
  • Act as the representative for this OMB unit when the implementation or upgrades to financial systems occur.
  • Represent the unit on committees and task forces, especially in the areas of functional consolidations and financial and operational efficiencies.
  • Perform and direct special projects that enhance MTA's understanding of financial and operational trends, problems, or issues affecting the efficiency and effectiveness of MTA services.
  • Recommend strategies to overcome problems or to achieve desired results, including ways to: improve financial controls; ensure intergovernmental financial assistance; improve understanding of the relationship between costs, services, and ridership; and explore other areas to provide useful information to Operating Agencies.

Qualifications

  • Experience should include, but not be limited to, developing complex and sophisticated multi-year financial plans for either government or private organizations.
  • A diverse aptitude for financial management is also necessary.
  • Excellent oral and written communication skills are necessary, as well as the ability to synthesize complex financial information.
  • Experience should include budgeting, revenue and cost analysis, report writing, and financial planning.
  • Knowledge of financial planning, analysis, forecasting, and control techniques.
  • Strong problem-solving and analytical skills.
  • Excellent organizational and presentation skills.
  • Experience using Microsoft Office (Excel, Word, PowerPoint).
  • Familiarity with ERP (Enterprise Resource Planning) systems.
  • Ability to professionally deal with all levels within the organization and MTA.
