About the role
This position is open ONLY to current employees of the Budget & Finance Department.
Responsibilities
- Supervises department staff as needed, including assigning and reviewing work, training employees, contributing to performance evaluations, and making recommendations regarding hiring, disciplinary actions, and terminations;
- Provides County leaders and personnel with information regarding funding needs that can be met through third party funding resources;
- Researches federal, state, and local government resources as well as private foundation grant offerings to identify those requests for proposals that can support programs and activities;
- Analyzes grant opportunities for value and makes recommendation based on the analysis;
- Develops, writes, and edits grant proposals that support programs and activities;
- Affords technical assistance to staff in responding to federal, state and local government requests for proposals as well as private foundation grant offerings;
- Maintains communication with federal, state and local government officials and representatives of private foundations to ensure that program funding needs are known and communicated on a regular basis;
- Maintains a grant funding resource database to help County employees plan and prepare for funding opportunities;
- Provides technical guidance to staff regarding progress and final reporting requirements for each grant;
- Prepares annual recommendations to manager for short and long-term fund development strategies;
- Provides technical assistance as requested;
- Prepares monthly report on status and milestones of grants to department head or designee;
- Prepares and submits monthly, quarterly and end-of-year reports to funding agencies as a condition of funding;
- Prepares and submits budget amendments as needed to ensure monies are spent in a timely manner;
- Provides assistance to departments with placing grant agenda items on Commissioners Court agenda; places items as needed;
- Provides training on grant processes and procedures annually or as needed.
Requirements
- Minimum Qualifications: Bachelor’s degree in Public Administration or a related field and four (4) years of experience in grant writing and administration; including one (1) year of developmental supervisory or lead experience.
- Acceptable Experience And Education: Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
- Certificates, Licenses, And Other Requirements: Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso.

- Skills: Prepare clear and concise reports and proposals; effectively administer grant agreements; understand and carry out oral and written instructions precisely; maintain confidentiality of information and establish and maintain effective and cooperative working relationships with those contacted in the course of work.

Benefits
- Holidays: 16 holidays per year as recognized.
- Vacation: Accruals are credited on a biweekly basis and available for use as it is accrued after 6 months of continuous service. Year to year carry-over accruals are limited to twice the employee's annual rate. Part-time employees accrue vacation at half the rate of full-time employees.
- Sick Leave: Accruals are credited on a biweekly basis and available for use as it is accrued after 3 months of full time service. Employees accrue 15 days of sick leave per year.
- Retirement: Regular employees become a member of TCDRS upon hire. All regular employees are required to contribute 7% to the retirement fund and the County matches 250% upon eligible retirements.

- Other Benefits: Military Leave – 15 days of paid leave per fiscal year for active military service Bereavement Leave – 3 days of paid leave for the death of an immediate family members and 4 hours for other family members and friends. Medical Health Benefits Plan Costs – Biweekly Rates Effective January 1, 2026 to December 31, 2026 Life Insurance – Full-time County employees are provided a basic life insurance benefit of $10,000 life insurance at no cost. Supplemental coverage is available for additional fees. Long-Term Disability – The Long-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period above 90 days. Short-Term Disability – The Short-Term disability program provides 60% of the employees' income when the employee becomes disabled because of an illness, injury or accident for a period shorter than 90 days. Retiree Health Insurance – Employees who retire from the County are eligible to continue Health Insurance at the rate set by the El Paso County Risk Pool Board. Employee Assistance Program – Employees are enrolled in an Employee Assistance Program that provides a variety of counseling services. Section 125 Medical & Dependent Care Program – The section 125 program is optional for employees and provides a method to pay medical and dependent care expenses on a pre-tax basis. Healthy Lifestyle Reimbursement – Reimbursement of $15 per month for 6 months of continuous gym usage. Educational Assistance Program (EdAP) – Reimbursement up to $2000 per calendar year for eligible education expenses. Employee Fitness and Wellness Center – The Employee Fitness and Wellness Center opened in October 2021 at the County Courthouse. The cost is $5 per employee per month.
