About the Role

The Departmental Finance Manager II directs a division or section responsible for managing the financial resources of a County department with a medium-sized budget. Key responsibilities include:

  • Developing, coordinating, and maintaining an integrated system of financial staff services such as accounting, budgeting, financial reporting, and related functions (e.g., auditing, internal controls, management analysis, procurement, facilities, or warehousing).
  • Exercising effective control over the department’s financial resources.
  • Coordinating and synthesizing financial and management data to interpret the composite financial results of operations for all levels of department management.
  • Advising on, developing, coordinating, and implementing financial policies, procedures, and plans.
  • Reviewing, analyzing, evaluating, and reporting on program accomplishments in financial terms.
  • Advising and assisting executive management by supplying financial management advice required for decision-making, strategic goal-setting, and organizational management.

Responsibilities

  • Plans, assigns, directs, and evaluates the work of sections or units involved in departmental financial management activities, including budget, accounting, fiscal analysis, financial reporting, and related functions.
  • Directs the planning, organization, and implementation of the department’s annual budget to ensure compliance with Chief Executive Office budget directives; coordinates preparation of department budget requests.
  • Directs or monitors the departmental accounting system, including cost, fiscal, billing, revenue, and trust accounts; analyzes and interprets accounting provisions and regulations, providing recommendations for implementation.
  • Advises management on the department’s budgetary status and the impact on existing and proposed operations; develops plans for internal reallocation of budget funds to meet changing priorities.
  • Serves as the financial advisor to department management regarding accounting and financial implications of operations.
  • Directs the preparation and submission of internal financial reports for department management and required reports for outside agencies.
  • Develops short- and long-term financial plans and assists in strategic financial planning for the department.
  • Administers department internal controls through ongoing monitoring and periodic audits to ensure compliance with County policies.
  • Analyzes Federal and State legislation affecting department revenue, collections, and budgets.
  • Initiates and directs cost, revenue, and accounting system studies; recommends and implements policies to improve efficiency and reduce costs.
  • Manages departmental support services such as central procurement, warehouse, space, facilities, or other support services.

Requirements

Option I: Graduation from an accredited college or university with a Bachelor’s degree or higher in Business or Public Administration, Management, Finance, Accounting, Economics, or a closely related field and two (2) years of public sector experience supervising administrative or management analysts responsible for the analysis, preparation, and ongoing administration of a departmental or organizational budget, accounting, fiscal, or auditing program.

Option II: Four (4) years of public sector experience supervising administrative or management analysts responsible for the analysis, preparation, and ongoing administration of a departmental or organizational budget, accounting, fiscal, or auditing program.

Supervising experience includes responsibility for planning, assigning, and reviewing the work of staff; evaluating employee performance; participating in interviewing and selecting new staff; and performance management.

Administrative Analysts are defined as researching, analyzing, and making recommendations for complex problems related to major departmental programs, operations, and administrative practices under general supervision.

Management Analysts perform analytical, technical, and/or confidential assignments in core functional areas such as human resources, contract development, or health program operations and administration.

Qualifications

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation to carry out job-related essential functions.
  • Physical ability to perform light administrative and clerical duties, including occasional light lifting (up to 10 pounds) and some bending, stooping, or squatting. Considerable ambulation may be involved.

To receive credit for education, include a legible copy of all relevant official documents (e.g., diploma, official transcript, or letter from an accredited institution showing the area of specialization) or email it to ecervantes@hr.lacounty.gov within seven (7) calendar days from the end of the filing period. Documents must show the date the degree was conferred and be in English (or include a translation). International degrees must be evaluated for equivalency to U.S. standards if not listed in the International Handbook of Universities or World Higher Education Database.

Assessment Process

Qualified applicants will be evaluated through the following assessments:

  • Part I (60% weight): Multiple-choice and/or simulation assessments evaluating skills such as deductive reasoning, work goals, adaptability, principles adherence, pressure management, decision-making, results delivery, strategic thinking, leadership, persuasion, and networking.
  • Part II (15% weight): A writing assessment evaluating English structure, content, written expression, and prioritization of information. This will be administered on the same day as Part I; only applicants passing Part I (70% or higher) will have Part II scored.
  • Part III (25% weight): An evaluation of training and experience based on application information and a supplemental questionnaire. Only applicants passing Parts I and II (70% or higher) will have Part III scored.

Applicants must achieve a passing score of 70% or higher on each weighted part to be placed on the eligible list. Scores cannot be provided over the telephone.

Test components may be transferred from recent identical exams for other positions. These components may also be reused for future examinations.
