Departmental Analyst (Trainee) 9-12

About the role

This position leads the professional research and analysis for the development and implementation of the Public Service Commission's (PSC) regulatory responsibilities related to Energy Waste Reduction (EWR) plans and Efficient Electrification (EFEL) plans under PA 295 of 2008, as amended by PA 342 and PA 341.

The role involves making determinations on EWR program offerings submitted by utility providers and providing recommendations to strengthen these programs for Michigan ratepayers. Additionally, the position researches, analyzes, and provides expert witness testimony in complex contested cases before the Commission on EWR plans, reconciliations, EFEL plans, Integrated Resource Plan (IRP) filings, and other related case filings.

Responsibilities

• Lead research and analysis for regulatory responsibilities related to EWR and EFEL plans.
• Evaluate and make determinations on EWR program offerings submitted by utility providers.
• Recommend improvements to utility providers to enhance EWR programs for ratepayers.
• Provide expert witness testimony in contested cases before the Commission on EWR, EFEL, IRP filings, and related matters.

Requirements

Education:

• Possession of a bachelor's degree in any major (for Departmental Analyst 9, 10, P11, and 12 levels).
• For Departmental Analyst (Departmental Trainee 9), educational level typically acquired through completion of high school.
• For Departmental Trainee 9 (classified state employees only), one of the following:
  • Four years of experience as an advanced 9-level worker in an ECP Group One classification.
  • Three years of experience as an E9, E10, or E11-level worker in an ECP Group One classification.
  • Two years of experience as an experienced-level worker in an ECP Group One technician or paraprofessional classification.
  • Two years of experience as a first-line supervisor in an ECP Group Three classification.
  • One year of experience as a second-line supervisor in an ECP Group Three classification.
• College credits may substitute for up to half of the required experience (one year of college education substitutes for one quarter of required experience).
• For Departmental Analyst (Departmental Trainee 9-12), two years of full-time active-duty experience at or above the E-6 level in the uniformed services may substitute for the education requirement.

Experience:

• Departmental Analyst 9: No specific type or amount required.
• Departmental Analyst 10: One year of professional experience.
• Departmental Analyst P11: Two years of professional experience, including one year equivalent to the intermediate (10) level in state service.
• Departmental Analyst 12: Three years of professional experience, including one year equivalent to the experienced (P11) level in state service.
