About the Department

Civil and Forensic Mental Health Services (CFMH) operates Colorado’s two mental health hospitals, the Forensic Services Division, the Division of Mental Health Transitional Living, and the Outpatient Services Division. The office provides a continuum of mental health care for both Civil and Forensic clients.

  • Civil clients are individuals committed by a civil court into the care of the Colorado Department of Human Services due to serious and persistent mental health conditions.
  • Forensic clients include those charged with a crime who have a mental or developmental disability preventing them from assisting in their own defense or understanding court proceedings, and those found not guilty by reason of insanity.

CFMH works across the legal system to provide evaluations, treatment, and case management. Outpatient Services supports clients stepping down or being diverted from hospitals and jails, delivering community-based care.

About the Role

This is a remote position. The work location will be your home address, with on-location work and travel for in-person meetings, primarily in the Denver metro area. These working arrangements are subject to change.

Responsibilities

  • Provide therapeutic interventions, including psychosocial therapies, evidence-based clinical assessments, and clinical care coordination for patients with serious mental illness in jail and hospital settings.
  • Individualize psychosocial therapy approaches to meet patient needs.
  • Provide training and consultation to other professional staff and participate in individual patient care plans as needed.
  • Interpret and apply clinical assessment results, incorporating collateral information to identify required complementary treatment or social services.
  • Deliver medically necessary behavioral health interventions, including psychoeducation, psychotherapy, targeted case management, and life skills training.
  • Develop case plans in collaboration with the Care Coordination Program and stakeholders to ensure coordination of care and placement acquisition for short-term certifications.
  • Facilitate, obtain, and execute documentation related to care needs and placement.
  • Use clinical expertise to support level of care, medical necessity, and treatment records for review by receiving providers.
  • Coordinate access to services such as medication evaluation, mental health treatment, substance abuse treatment, case management, and other behavioral health needs.
  • Maintain close contact with the Care Coordination Program, jails, hospitals, courts, and stakeholders to ensure continuity of care and clear communication.
  • Serve as a clinical expert and intermediary between healthcare, behavioral health systems, social assistance programs, jails, courts, and the community to facilitate service access and transitions.
  • Remain informed about service options, processes, and requirements across Colorado.
  • Establish and maintain strong working relationships with stakeholders to support population needs and outcomes.
  • Transport individuals using State vehicles for placement engagement as needed.
  • Serve as a clinical subject-matter expert on benefit options, processes, and requirements, providing consultation for the Care Coordination Program.
  • Identify clients needing benefit acquisition, accept referrals, and oversee the benefit acquisition lifecycle for behavioral health benefits.
  • Track benefits-related needs, submissions, and outcomes, communicating status to the Program and stakeholders.
  • Liaise between case managers, coordinator staff, courts, and agencies to maintain behavioral health benefits and avoid coverage lapses.
  • Familiarize yourself with stakeholder policies, processes, and federal, state, and local regulations.
  • Meet directly with clients and stakeholders in various locations.
  • Maintain strong relationships with agencies involved in benefit acquisition and placements, including the Behavioral Health Administration, Behavioral Health Administrative Service Organizations, Regional Accountable Entities, and the Department of Healthcare Policy and Finance.
  • Manage a high volume of clinical and administrative documents, including sensitive client information and legal records.
  • Complete necessary clinical or administrative paperwork to obtain mental health, medical, general treatment, and legal records.
  • Adhere to privacy laws, federal and state confidentiality laws, and ensure secure record retention.
  • Safeguard client information and release it only when authorized by legal and regulatory requirements.
  • Generate comprehensive and timely documentation of all client interactions in an established EHR or equivalent, including face-to-face visits, collateral contacts, and system partner communications.
  • Complete documentation after each contact, detailing client status, needs, referral updates, and barriers.
  • Submit formal court documentation and maintain accurate internal database tracking for client engagement and system coordination.
  • Maintain records in a centralized data system and share them with courts and authorized stakeholders to support legal and clinical decision-making.
  • Use clinical expertise to inform progress summaries, assessments, and dispositions.
  • Perform additional duties as needed to meet operational needs, including coverage for other positions during vacancies or program needs (e.g., case management, administrative support, direct client contact).
  • Assist with complex care coordination needs outside the Consent Decree framework, competency docket activities, psychoeducation/restoration education, and other system-wide initiatives as needed.

Requirements

  • Current, valid Colorado licensure as one of the following:
    • Licensed Clinical Social Worker (LCSW)
    • Licensed Professional Counselor (LPC)
    • Licensed Marriage and Family Therapist (LMFT)
    • Licensed Addiction Counselor (LAC)
  • One (1) year of licensed experience in direct care behavioral/mental health treatment.
  • Upon hire, a 2-Step TB (tuberculosis) screening is required.
  • Annual Influenza vaccination and other vaccinations as required by the State of Colorado.
  • Ability to pass a jail background check and adhere to all jail rules and regulations.
  • Reside in a 40-mile radius of Fort Logan campus (80236 zip code).
  • Unrestricted license and eligibility to bill Medicare and Medicaid without restriction.
  • Full background check and reference check required.
  • State of Colorado residency at the time of application and throughout employment.
  • Valid, non-restricted Colorado Driver’s License or U.S. Driver’s License for positions within 30 miles of the CO state border. Out-of-state license holders must obtain a Colorado license within 30 days of employment.
  • Motor Vehicle Check if driving a state-owned vehicle.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose this information on the application.

Preferred Qualifications

  • At least 2 years of behavioral health experience.
  • Experience supporting individuals with serious mental illness.
  • Experience with short-term certifications, M1 holds, crisis intervention, and related work.
  • Experience with hospital admissions, inpatient placements, care coordination, or clinical case management.
  • Jail or prison experience.
  • Bilingual in Spanish (strongly preferred).
  • Strong written and verbal communication skills.
  • Strong clinical documentation and administrative skills.
  • Located within 40 miles of 80236.
  • Relevant years of state service experience.
