Debris Monitor

CDR Emergency Management Inc., a national emergency management firm, is seeking individuals for various debris monitoring roles across several counties in North Carolina. Debris Monitors observe and document cleanup operations conducted by contractors following a disaster, ensuring compliance with federal regulations, particularly FEMA's Public Assistance Program. Positions may include field monitoring, tower monitoring, and waterway monitoring assignments. Local applicants are especially encouraged to apply.

About the role

Debris Monitors will perform duties such as observing and documenting debris removal activities to ensure compliance with FEMA Public Assistance (PA) Program requirements. Roles may involve field, tower, or waterway monitoring, with specific responsibilities varying by assignment.

Responsibilities

Field Monitors

• Observe and document debris operations to ensure conformity with FEMA PA Program requirements and supervisor directions.
• Ensure work site safety and compliance with Maintenance of Traffic (MOT) requirements.
• Maintain concise, complete, and accurate documentation (Load Tickets, Daily Reports, Incident Reports, Logs, Damage Reports).
• Certify debris hauler’s truck capacities and equipment.
• Verify and record loading site locations daily, including GPS coordinates if applicable.
• Monitor contractor operations, including Work Zone Traffic Control (WZTC), MOT setups, and safety.
• Distinguish eligible vs. ineligible debris and prevent collection from ineligible areas unless directed by the client.
• Ensure debris is not mixed during collection and properly classify debris types.
• Verify truck capacity placard accuracy and watch for tampering.
• Come prepared with required equipment, supplies, and materials, prioritizing safety.
• Maintain Load Tickets at all times, completing all applicable sections thoroughly.
• Document pre-existing and contractor-caused damage, including photographs.
• Complete a Daily Log of all field activities.
• Ensure no truck dumps without a proper Load Ticket.
• Call a fair percentage full for each truck arriving at the DMS Tower.
• Make accurate calculations based on truck capacity and load, applying FEMA policies.
• Ensure loads are dumped in the correct location (segregated by debris type).
• Coordinate DMS operations to prevent disruptions (dumping, stacking, reduction, disposal).
• Ensure trucks are completely empty upon exiting the DMS, checking for false bottoms.
• Maintain clear ingress and egress roads around the DMS.
• Ensure adequate MOT setups into and out of the DMS.
• Remain aware of all safety considerations (personal and work location).

Tower Monitors

• Ensure no truck dumps without a proper Load Ticket.
• Call a fair percentage full for each truck arriving at the DMS Tower.
• Make accurate calculations based on truck capacity and load, applying FEMA policies.
• Ensure loads are dumped in the correct location (segregated by debris type).
• Coordinate DMS operations to prevent disruptions (dumping, stacking, reduction, disposal).
• Ensure trucks are completely empty upon exiting the DMS, checking for false bottoms.
• Come prepared with required equipment, supplies, and materials.
• Maintain clear ingress and egress roads around the DMS.
• Ensure adequate MOT setups into and out of the DMS.
• Remain aware of all safety considerations (personal and work location).

Waterway Monitors

• Perform duties while working on a boat, often for 12-hour shifts in potentially choppy waters.

Requirements

• Ability to mobilize within 24-48 hours and commit to a minimum 30-day assignment in remote locations.
• Ability to work with 10-12 hours’ notice and long shifts (10-12 hours per day, subject to overtime pay).
• Ability to travel to different sites across North Carolina project areas.
• Comfort working in outdoor conditions, including extreme heat or cold.
• Comfort working in potentially unstable, risky conditions and tough terrain.
• Ability to stand for long periods.
• Must provide your own heavy-duty boots that cover and support the ankle, long pants, and steel-toed boots.
• Excellent penmanship.
• Ability to lift more than 10+ pounds.
• Ability to work in unstable conditions over water (for Waterway Monitors).
• Must own a smartphone with the ability to download apps.
• Ability to understand and comply with all safety requirements.
• Must provide your own reliable transportation.
• High school education, GED, or equivalent.
• Valid driver’s license, social security card, and proof of vehicle insurance.
• Must pass a drug screen and background check.
