CDR Emergency Management Inc., a national emergency management firm, is seeking individuals to serve in various debris monitoring roles across several counties in North Carolina. Debris Monitors observe and document cleanup operations conducted by contractors following a disaster, ensuring compliance with federal regulations, particularly FEMA's Public Assistance Program. Positions may include field monitoring, tower monitoring, and waterway monitoring assignments. Local applicants are especially encouraged to apply.

About the role

Waterway Monitors perform duties while working on a boat, requiring comfort with 12-hour shifts on potentially choppy waters.

Responsibilities

Field Monitors

  • Observe and document debris operations to ensure conformity with FEMA Public Assistance Program requirements and supervisor directions
  • Ensure work site safety and compliance with Maintenance of Traffic (MOT) requirements
  • Maintain concise, complete, and accurate documentation (Load Tickets, Daily Reports, Incident Reports, Logs, Damage Reports)
  • Certify debris hauler truck capacities and equipment
  • Verify and record loading site locations daily, including GPS coordinates if applicable
  • Monitor contractor operations, including Work Zone Traffic Control (WZTC), MOT setups, and safety
  • Distinguish eligible vs. ineligible debris and prevent collection from ineligible areas unless directed
  • Ensure debris is not mixed during collection and properly classify debris types
  • Verify truck capacity placard accuracy and watch for tampering
  • Arrive prepared with required equipment, supplies, and materials, prioritizing safety
  • Maintain Load Tickets and thoroughly complete all applicable sections
  • Document all pre-existing and contractor-caused damage with photos
  • Complete a Daily Log of all field activities
  • Ensure no truck dumps without a proper Load Ticket
  • Call a fair percentage full for each truck at the DMS Tower
  • Make accurate calculations based on truck capacity and load, applying FEMA policies
  • Ensure loads are dumped in the correct location (segregated by debris type)
  • Maintain smooth DMS operations to prevent adverse effects between dumping, stacking, reduction, and disposal
  • Ensure trucks are completely empty upon exiting the DMS, checking for false bottoms
  • Maintain clear ingress and eress roads around the DMS
  • Ensure adequate MOT setups into and out of the DMS

Tower Monitors

  • Ensure no truck dumps without a proper Load Ticket
  • Call a fair percentage full for each truck arriving at the DMS Tower
  • Make accurate calculations based on truck capacity and load, applying FEMA policies
  • Ensure loads are dumped in the proper location (segregated by debris type)
  • Maintain smooth DMS operations to prevent adverse effects between dumping, stacking, reduction, and disposal
  • Ensure trucks are completely empty upon exiting the DMS, checking for false bottoms
  • Arrive prepared with required equipment, supplies, and materials
  • Maintain clear ingress and egress roads around the DMS
  • Ensure adequate MOT setups into and out of the DMS
  • Prioritize personal and work location safety

Requirements

  • Ability to mobilize within 24-48 hours and commit to a minimum 30-day assignment in remote locations
  • Ability to work with 10-12 hours' notice and long shifts (10-12 hours per day, subject to overtime pay)
  • Ability to travel to different sites across North Carolina project areas
  • Comfort working in outdoor elements (heat, cold), unstable conditions, and tough terrain
  • Ability to stand for long periods
  • Own or provide heavy-duty boots that cover and support the ankle, long pants, and steel-toed boots
  • Excellent penmanship
  • Ability to lift more than 10 pounds
  • Comfort working in unstable conditions over water (for Waterway Monitors)
  • Smartphone with app download capability
  • Understand and comply with all safety requirements
  • Reliable transportation
  • High school education, GED, or equivalent
  • Valid driver’s license, social security card, and proof of vehicle insurance
  • Pass a drug screen and background check
