Database Developer (SQL) - Project Lead

Requirements

Selected personnel must sign the DPH Confidentiality Agreement and/or Business Associate (BA) Agreement, if applicable. All web services must be secure. DPH will not accept offers that include an "up-lift" charge. Consultant rates must not exceed the maximum rate established under State contract terms. Follow Agency IT standards, policies, procedures, and documentation requirements.

All source code (compiled and uncompiled) developed under this contract becomes the sole property of the South Carolina Department of Public Health (DPH). Any source code, data, product, or functionality resulting from this SOW or previously owned/developed by DPH remains the sole property of DPH. Contractor-developed modifications and interfaces: Cannot be incorporated into any vendor core product. Cannot be reused for independent projects. Cannot be published or publicized without written approval from DPH. DPH retains final approval authority over all programming choices.

• Database & SQL Development - 3+ years of experience with: MS T-SQL Stored Procedures Advanced Queries Query Optimization
• ETL & Data Integration - 3+ years of experience with: ETL Process Development 1+ year of experience with: SQL Server Integration Services (SSIS)
• Reporting & Data Warehousing - 3+ years of experience with: Report Development 3+ years of experience with: Data Warehousing Relational Databases
• Healthcare Data & Messaging - 1+ year of experience with: HL7 versions 2.3.1 – 2.5.1 ORU Messages Data Formats
• Security & Compliance - 1+ year of experience with: CDC data standards HIPAA compliance CJIS requirements PHI (Protected Health Information) PII (Personally Identifiable Information) Data classification and security controls

Preferred Skills

• Ability to manage large data sets (1 TB+).
• Requirements gathering and documentation experience.
• Public Health and Disease Surveillance Systems experience.
• Statistical Analysis System (SAS).
• Knowledge of: LOINC SNOMED
• Experience with: FASTQ files Demultiplexing
• Experience with: R RStudio Environment & Tools
• Database Technologies - Microsoft SQL Server (2016+) T-SQL SQL Server Management Studio (SSMS) ETL & Data Pipelines - SQL Server Integration Services (SSIS) ETL Development Data Pipeline Development
