Data Systems Administrator - Network Services
About the role
Serves as the Senior Manager of Network Services; provides strategic leadership and hands-on direction for the Illinois Secretary of State’s enterprise network environment supporting statewide SOS offices, facilities, and Capitol Complex locations.
Responsibilities
- Leadership & Team Management Lead - coach, and develop Network Support, Network Management, and Telecommunications/Contact Center Support teams; establish performance expectations, SLAs/OLAs, and a service-oriented culture; manage staffing, mentoring, evaluations, and succession planning.
- Network Operations & Service Delivery - Manage day-to-day operations for LAN/WAN/SD-WAN, Wi-Fi, VPN/remote access, DNS/DHCP/IPAM; oversee monitoring, incident response, and problem resolution with the IT Command Center/NOC; ensure configuration standards, documentation, and change management compliance.
- Third-Party Vendor & Service Provider Management - Serve as service delivery manager for network, and managed service providers; manage contracts, SLAs, escalations, circuit orders, and vendor performance reports; Coordinate procurement, RFPs/SOWs, and corrective-action plans.
- Strategy, Architecture & Modernization - Develop multi-year network modernization roadmaps (SD-WAN, Wi-Fi, segmentation, cloud connectivity); lead technology evaluations, pilots, and modernization initiatives; collaborate with Enterprise Architecture and Information Security on secure, scalable designs.
- Security, Compliance & Continuity - Partner with the CISO Office on vulnerabilities, compliance, logging, and audits; lead network DR/BCP planning, redundancy design, and failover testing; ensure compliance with state requirements and policies.
- Budget, Planning & Reporting - Manage budgets for licensing, hardware, circuits, and managed services; plan refresh cycles and cost projections; provide executive dashboards, metrics, and reporting.
- Cross-Functional Collaboration - Work with Endpoint Management, Service Desk, Field Support, and other teams to ensure seamless end-to-end service delivery; act as an escalation point for complex cross-team issues; support evolving operational requirements, special projects, and the needs of the Technology Office.
Requirements
Requires knowledge, skill and mental development equivalent to completion of four years college preferably with courses in computer science, management information systems, mathematics or statistics supplemented by a master's degree in computer science or a related field and two years of managerial experience in a computer-based management information system.
Knowledge, Skills and Abilities
- Thorough knowledge of management information systems, data base administration, systems analysis and computer communication systems.
- Extensive knowledge of research and statistical procedures, program budgeting and systems modeling.
- Able to implement program evaluations or system assurance.
- Able to anticipate and resolve managerial problems.
- Ability to lift, carry and push/pull up to 50lbs.
Qualifications
- Requires a valid Illinois driver’s license as required by individual positions within the class.
Skills
- Requires thorough knowledge of management information systems, data base administration, systems analysis and computer communication systems.
- Requires thorough knowledge of the principles of organization, management and administration.
- Requires extensive knowledge of research and statistical procedures, program budgeting and systems modeling.

Pay
Range from $7,917 to $15,167 monthly – commensurate with experience
