Duties

  • Provides expert technical advice on the application of data science, geospatial analysis, and/or artificial intelligence techniques used to analyze complex dam and levee safety issues.
  • Utilizes tools such as Microsoft Power Platform, Microsoft Power Automate; Microsoft PowerAPP; Microsoft PowerBI, Python, Structured Query Language (SQL), ESRI Enterprise tools, machine learning methods, Artificial Intelligence tools including Palantir, and other data analytics tools, as necessary to analyze, visualize and built tools to explore enterprise dam and levee safety data holdings.
  • Responsible for performing research, analysis, and modeling development projects on data requirements and architecture.
  • Develops, analyzes, and recommends new methodologies to fuse data sources derived from requirements and systems.
  • Analyzes complex data elements and systems, data flows, dependencies, and relationships to contribute to conceptual physical and logical data models.
  • Uses programming languages and tools to identify ways to improve data reliability, efficiency, and quality for analysis missions, organizational goals, and future planning.
  • Anticipates, identifies, and defines major problems and future needs, seeks root causes, and develops practical courses of action and timely solutions.
  • Identifies, develops, and integrates pertinent information, including internal and external sources, through various data collection procedures and technologies, including emerging data science and big data methodologies.
  • Extracts relevant information from historical datasets; identifies, creates, and employs the appropriate statistical, algorithmic, mining, forecasting, predictive, and visualization techniques; evaluates information in relation to its impact on decision-making.
  • Recommends data collection, integration, and retention requirements; and makes recommendations for improvements to methods and algorithms, based on knowledge of best practices.
  • Participates in the planning and implementation of methods, models, and tools and partners with other analysts to identify opportunities for significant process enhancements and recommend changes.

Representations

  • Represents Dam and Levee Safety in HQUSACE working groups to solve problems and share lessons learned.
  • Provides advice and guidance concerning policies, work methods, and milestones for analytical problem-solving methods.
  • Responsible for the interpretation and application of analytical findings.
  • Works closely with the data analytics team, the data engineer(s), product managers, Information and Technology and other informatics analysts across Dam and Levee Safety and USACE in solving complex business issues.

Consultation

  • Provides expert consultation to Dam and Levee safety senior leaders.
  • Collaborates with peer analysts and data scientists across USACE to provide data analyses, formulate, test and evaluate new data theories, principles and concepts.
  • Develops models for evaluation, identification, collection, and analysis of all data used to support assigned projects or program(s).
  • Performs work involving the conceptualization of complex operations research analyses and chooses specific technical methods and procedures for a single project or an entire area of investigation.
