About the role
The Oregon Department of Human Services seeks a Data Operations Manager (Business Operations Manager 2) to lead the Data Office. This role involves overseeing analytics and reporting services, guiding teams, strengthening data governance, and collaborating with various stakeholders to ensure reliable data supports better outcomes for Oregonians.
Responsibilities
- Manage the delivery of enterprise analytics, reporting, business intelligence, and data services.
- Supervise multiple teams, establish operational priorities and service standards, oversee workload planning, and ensure data products are delivered accurately, efficiently, and aligned with agency governance and strategic priorities.
- Translate enterprise data governance into operational practice, foster collaboration across programs, improve business processes, and cultivate a culture of accountability, innovation, equity, and customer service.
- Support the agency's mission by ensuring trusted data is available to inform policy, programs, and decisions that improve the lives of Oregonians.
Requirements
- A valid driver’s license and acceptable driving record.
- Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor’s degree in a related field.

- Operational Leadership: Experience leading complex operational programs or business functions by establishing priorities, improving processes, managing service delivery, and using performance measures to ensure high-quality results.
- Supervision: Experienced people leader who develops high-performing teams through coaching, performance management, workload planning, employee development, accountability, and creating an inclusive workplace where employees can thrive.
- Collaboration: Experience building strong partnerships across business units and technical teams. Communicate effectively with executive leadership, program staff, IT professionals, and stakeholders to solve problems, coordinate priorities, and achieve shared organizational goals.
- Ethics & Service Focus: Demonstrates a commitment to equity, cultural humility, and customer-centered service by fostering inclusive workplaces, applying equitable decision-making, and ensuring services meet the diverse needs of employees, partners, and the communities we serve.
