Data Analyst - Part Time

About the role

Provides strategic, tactical, and operational support and analytics to patrol, investigations, special operations, and command staff. Handles time-sensitive requests from city officials, other law enforcement agencies, and the public via GRAMA requests. Identifies emergent crime patterns and series, analyzes criminal activity, and contributes to intervention efforts. Communicates critical intelligence to officers, completes complex analyses joining datasets from disparate sources, and produces reports, dashboards, and maps for internal and external stakeholders.

Responsibilities

• Works with data in multiple systems, develops appropriate datasets, applies analytical best practices, ensures accuracy, and creates reports, dashboards, and maps for the department, outside agencies, city officials, and the public.
• Designs solutions for partners by understanding the questions being asked and helps stakeholders understand key takeaways from results.
• Serves as primary contact and subject matter expert for patrol divisions and investigations, providing on-demand support based on evolving crime patterns and emerging needs of city leaders.
• Participates in the investigative process through analytical examination of data, intelligence, and evidence to identify offenders and link cases.
• Performs comprehensive research of persons, places, and vehicles in criminal cases.
• Conducts open-source research and data analysis of social media for potential criminal activity and/or threats to the community.
• Presents clear and concise findings to stakeholders and provides recommendations, encouraging data-driven approaches.
• Evaluates and anticipates reporting needs of the department and consistently delivers work products on time.
• Demonstrates technical expertise by selecting the best data tools for specific requests and troubleshoots data challenges with creative problem solving.
• Collaborates with IT partners and analyst colleagues across the city to develop optimized data solutions.
• Develops trust and partnerships within the department to deliver value-added reporting and intelligence aligned with strategic objectives.
• Handles highly sensitive information with integrity and professionalism.
• Performs additional duties as assigned.

Requirements

• Graduation from an accredited four-year college or university with a bachelor’s degree in Social Sciences, Data/Computer Science, Statistics/Mathematics, Criminology/Criminal Justice, or a closely related field, plus three years of professional experience in analytics (gathering data, interpreting results, identifying trends, creating visualizations, and explaining takeaways).
• Directly related work experience may substitute for education on a year-for-year basis.
• A master’s degree in a related field may substitute for up to two years of professional experience.
• Advanced knowledge of visualization software such as ArcGIS, Tableau, and Power BI, and/or coding languages such as SQL, Python, or R.
• Ability to collect and analyze data/trends and make appropriate recommendations to further department goals.
• Strong data analysis and project management skills, with excellent problem-solving abilities and creative thinking with numbers.
• Strong verbal and written communication skills, effectively engaging with diverse backgrounds within and outside the organization.
• Knowledge of crime analysis theory, principles, practices, and methods of criminal behavior.
• Ability to manage conflicting priorities with different timelines, multitask, and adapt to change.
• Critical thinking skills, including asking questions and identifying opportunities for improvement.
• Proficient in Microsoft Office and able to learn new software and analytic techniques.

Desired Qualifications

• In-depth knowledge of statistics, quantitative analysis, and storytelling with data.
• Professional experience using analytical software, databases, and systems such as ArcGIS, Tableau, Power BI, SQL, Python, or R.
• Master’s degree in GIS, Data/Computer Science, Statistics/Mathematics, Criminology/Criminal Justice, or a related field.
• Professional certifications, including International Association of Crime Analysts (IACA).
• Technical certifications in programming such as SQL, Python, etc.

Schedule

This is a part-time, hourly position with scheduled hours to be determined.
