This position is located in the Office of Public Health’s Vital Records, within the Data Management and Analytics Unit.

About the role

The Data Analyst 1 will transform available data into meaningful insights, reports, and visualizations to support the Department of Health (DOH) in improving New York State’s vital records process and advancing public health goals. Responsibilities include data mining, data engineering, data cleaning, data modeling, natural language processing, and machine learning to analyze datasets. The role involves using analytical programming languages, statistical and mathematical computations, and visualization software to present results through visualizations, summaries, and reports.

Responsibilities

  • Transform data into actionable insights, reports, and visualizations for DOH decision-making.
  • Apply data mining, data engineering, data cleaning, data modeling, natural language processing, and machine learning techniques.
  • Utilize analytical programming languages, statistical computations, and visualization tools.
  • Present findings through visualizations, summaries, and reports.
  • Collaborate with stakeholders to explain technical concepts to non-technical audiences.

Qualifications

Minimum Qualifications

Non-competitive:

  • Four years of experience* in data visualization, statistical models, and data mining tools, plus satisfactory completion of a two-year traineeship; OR
  • Six years of experience* in data visualization, statistical models, and data mining tools.

Substitution:

  • An associate’s degree may substitute for two years of general experience.
  • A bachelor’s degree may substitute for four years of general experience.
  • A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field may substitute for one year of general experience.
  • A Ph.D. in these fields may substitute for two years of general experience.

Preferred Qualifications

  • Minimum of 2 years of proficiency using languages such as SQL, Python, R, or SAS, along with visualization software like Tableau, SAS BI, or Power BI.
  • Experience with machine learning and predictive analysis.
  • Experience or strong understanding of data engineering processes, including data infrastructure design, building data pipelines, cloud integration, and computing.
  • Experience selecting and adapting new technologies and AI tools.
  • Experience in public health research using peer-reviewed journals, large demographic datasets, or public health program data to analyze, interpret results, and make recommendations.
  • Strong communication and interpersonal skills, including the ability to explain technical topics to non-technical stakeholders and work effectively in a team.

Additional Information

  • Candidates must provide clear and accurate descriptions of their experience to demonstrate qualification.
  • This position may require travel throughout New York State, including overnight stays in areas not served by public transportation.

Pay

For new State employees appointed to graded positions, the annual salary is the hiring rate of the position (beginning of the salary range). Promotion salaries are calculated in accordance with NYS Civil Service Law, OSC Payroll rules, and negotiated union contracts.
