Responsibilities
- Develops policies, procedures, and standards for data management and governance, and ensures alignment with state and federal regulations and agency priorities.
- Ensures compliance by vendors engaged in providing direct services to the state, schools, and districts involving assessment and accountability.
- Implements corrective actions in a timely and appropriate manner.
- Supervises staff, including hiring, annual performance evaluations, disciplinary action, and professional development.
- Establishes team priorities, workload distribution, and performance expectations.
- Oversees contractors engaged in supporting the Department’s assessment and accountability programs, ensuring high quality deliverables, adherence to timelines, and alignment with agency requirements.
- Provides input during contract development and participates in contractor selection process.
- Collaborates with technology and DoIT leads to define and execute database strategies, system enhancements, and solutions, ensuring the successful implementation, integration, and ongoing monitoring of assessment and accountability data.
- Designs, creates, documents, and reviews functional, system, and program specifications.
- Validates and implements business rules for state and federal accountability programs, supporting school and district designations and assessment and accountability indicators.
- Provides training and technical support to Department staff and district/school administrative staff using formal instruction and hands-on guidance and support.
- Ensures staff readiness to effectively use data systems and tools.
- Develops, maintains, and administers programming structures necessary to effectively implement business rules for school designations relative to academic and growth performance data and related federal and state indicators, at the school and district level, as well as across disaggregated sub-groups.
- Develops, maintains, and administers static data tables, including control tables, lookup tables, and school view tables.
- Uploads data into assessment results tables and generates aggregated datasets for reporting.
- Captures and coordinates the design, implementation, and maintenance of database file structures and manages assessment and accountability data structures in the data warehouse, including data dictionary items related to assessment and accountability terms and systems.
- Examines and cleans data tables, databases, and file structures, including views and procedures, eliminating redundant or obsolete data and procedures associated with the assessment and accountability programs.
- Implements continuous data quality improvement practices.
- Supports data management and reporting in compliance with the requirements of multiple state and federal programs, including EDfacts, CSPR, and ESSA state school profiles.
Qualifications
- Education/Experience: Bachelor's degree and 8 years of experience OR equivalent combination of 12 years of education and experience after completion of high school. Education and experience must be in computer science, computer programming, information technology, information systems, database management, or a related field.
