About the Role
The Head of the Contracting Activity (HCA) and Bureau Procurement Chief (BPC) leads the Drug Enforcement Administration’s enterprise acquisition program in support of its global law enforcement mission. As the principal acquisition advisor to executive leadership, the incumbent oversees acquisition strategy, procurement operations, policy, workforce development, and an annual contracting portfolio of nearly $1 billion, ensuring mission success and responsible stewardship of public resources.
Responsibilities
- Lead Enterprise Acquisition Strategy: Direct the agency’s acquisition program by partnering with mission executive leaders to develop enterprise acquisition strategies that align mission priorities, budget resources, market conditions, and organizational objectives while maximizing return on investment, competition, and innovation.
- Oversee Procurement Operations and Contract Administration: Provide executive oversight and tactical, operational execution of the full acquisition lifecycle, including acquisition planning and strategy, contract award, contract administration, contractor performance, and procurement governance and compliance for a complex, high-value acquisition portfolio.
- Advise Executive Leadership and Drive Enterprise Governance: Serve as the principal advisor to senior executives on acquisition strategy and procurement planning, organizational risk, and acquisition governance and policy compliance to support informed, timely executive decision-making.
- Modernize Acquisition Programs and Strengthen Business Performance: Lead continuous process and line-of-business improvement initiatives that enhance operational execution efficiency, procurement system modernization, data analytics to inform strategic outcomes, industry engagement, acquisition policy compliance, and transparency to positively affect mission outcomes.
- Lead and Develop the Acquisition Workforce: Provide executive leadership for a highly skilled acquisition workforce by establishing standards for contracting authority, workforce development, professional certification, and organizational accountability while fostering collaboration across program, financial, legal, and operational communities.
Requirements
- Must be a U.S. Citizen.
- Must be able to obtain and maintain a Background and/or Security Clearance.
- Males born after 12-31-59 must be registered for Selective Service.
- This is a drug-testing designated position.
- New appointees must successfully complete a 1-year probationary period.
- This is a Senior Executive Service (SES) - Excepted Service Position.

Qualifications

Technical Qualifications (TQs)
- MTQ 1 - Executive Acquisition Leadership: Demonstrated experience leading a large, complex federal acquisition organization with responsibility for enterprise acquisition strategy, procurement operations, contract administration, acquisition governance, and workforce leadership.
- MTQ 2 - Strategic Business and Financial Management: Demonstrated ability to integrate acquisition planning with strategic planning, budget formulation and execution, organizational investment decisions, and enterprise risk management while overseeing large, complex acquisition portfolios.
- MTQ 3 - Executive Leadership and Organizational Transformation: Demonstrated experience advising senior executives, leading cross-functional organizations, driving enterprise modernization initiatives, building strategic partnerships, and achieving measurable organizational and mission results through innovation, collaboration, and sound business judgment.
Executive Core Qualifications (ECQs)
In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs:

- Managing Resources: Manages resources efficiently and effectively based on current and projected organizational goals, skills, budget considerations, and staffing needs.
- Leveraging Technology: Explores emerging technology and potential applications. Incorporates technology to enhance efficiency and achieve results. Ensures access to and security of technology systems.
- ECQ 3: Merit and Competence

If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you must attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
Education
All academic degrees and coursework must be from accredited or pre-accredited institutions. Desired education includes undergraduate or graduate education or equivalent experience.
Additional Information
- Veterans' preference is not applicable to the SES.
- Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions may be subject to reassignment across geographical, organizational, and functional lines and may be required to sign a Reassignment Rights and Obligation Agreement.
- All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
- Drug testing is required for this position. All non-DEA applicants must complete a drug use questionnaire. Applicants who are found, through investigation or personal admission, to have experimented with or used narcotics or dangerous drugs, except those medically prescribed, will not be considered for employment with the Drug Enforcement Administration (DEA). Exceptions to this policy may be made for applicants who admit to limited youthful and experimental use of marijuana. Such applicants may be considered for employment if there is no evidence of regular, confirmed usage.
