About the Role

The incumbent is responsible for the administration of the facility, including implementation of budgeting and financial management, personnel management, program operations, special needs, and compliance.

Responsibilities

  • Serves as a first-level supervisor for assigned staff, including assigning work, conducting performance reviews, and approving leave.
  • Makes decisions on work and administrative issues presented by subordinate supervisors.
  • Ensures the implementation of a developmentally appropriate CYS program that promotes the social, emotional, physical, and cognitive growth of children and youth.
  • Provides program oversight and accountability for the performance of employees and the safety of children in accordance with Federal, DoD, Service, and local policies and standards.
  • Ensures the program complies with legal and regulatory requirements and meets customer needs.
  • Prepares and executes Appropriated Fund (APF) and Nonappropriated Fund (NAF) budgets for the center.
  • Tour of duty may include nights, weekends, and holidays.
  • Occasional indoor and outdoor field trips may be required.

Requirements

  • Direct Deposit and Social Security Card are required.
  • A one-year probationary period may be required.
  • Must satisfactorily complete an employment verification (E-Verify) check.
  • This position has been identified as having regular contact with children under the age of 18; favorably adjudicated background checks are required.
  • Position is subject to immunization requirements as a condition of employment for working with children and youth, including the influenza vaccine.
  • Must pass a pre-employment physical and subsequent physicals, provide evidence of immunization, and be free from communicable disease.
  • Must complete all DoD and Service training requirements within the specified time, including orientation, initial, and annual ongoing training, and any required certifications.
  • Must maintain current CPR, First Aid, and Food Handlers certifications.
  • Must be able to follow verbal and written instructions and communicate effectively orally and in writing.

Qualifications

Resumes must clearly demonstrate the applicant's relevant experience, skills, knowledge, and abilities as they pertain to this position.

  • Education: Bachelor's degree or advanced degree in child development, early childhood education, elementary or secondary education, home economics, special education, or other fields appropriate to the position. For positions in Child Development Facilities, the education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other directly related behavioral science fields.
  • Experience: Minimum of 24 months of experience working in group programs with children/youth, including 12 months of demonstrated experience in managing an entire cycle of operation of a CYS facility (budgeting, facility management, supply management, program development, program implementation, curriculum oversight, hiring selections, training, and supervision of personnel).

Proof of education is required at the time of application. Note: Education must be directly related to the position; general education courses do not count toward the credit total.
