About the role

Empower the U.S. Air Force and Space Force to protect our nation's interests in air, space, and cyberspace. This position serves as an information technology cybersecurity program management specialist in planning, analysis, acquisition, design, development, implementation, quality assurance, configuration, integration, and resource management of IT network systems to meet the business requirements of the Command.

The system owner is the individual responsible for the procurement, development, integration, modification, operation, and maintenance of an information system on USSTRATCOM networks.

Responsibilities

  • Plan, analyze, acquire, design, develop, implement, and manage IT network systems to meet Command requirements.
  • Serve as a system owner for information systems on USSTRATCOM networks, overseeing procurement, development, integration, modification, operation, and maintenance.
  • Apply expertise in IT systems analysis, emerging technologies, and security methods to ensure compliance and protection of information assets.
  • Design and maintain network systems with proficiency in LAN/WAN design principles, methodologies, and approaches.
  • Manage projects and acquisitions, including project management concepts, procurement techniques, life cycle management, cost-benefit analysis, and coordination requirements for IT systems.
  • Analyze existing systems, develop specifications, integrate subsystems, and ensure compatibility and efficiency within the IT infrastructure.
  • Perform complex configuration management and troubleshoot network problems to ensure operability and efficiency of IT systems.
  • Interpret scans to identify "Critical" and "Low" findings in the context of the mission.
  • Work within the Risk Management Framework (RMF), Security Technical Implementation Guides (STIGs), and Security Requirements Guides (SRGs).
  • Utilize tools such as Enterprise Mission Assurance Support Service (eMASS), Host Based Security System (HBSS), SCAP Compliance Checker, and cloud platforms (AZURE Government, AWS Cloud).

Requirements

  • U.S. citizenship is required.
  • Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance.
  • This is a designated Drug Testing Position.
  • Cyberspace Qualification is a condition of employment. Foundational qualification requirements must be met within 9 months of assignment, and resident qualification requirements within 12 months.
  • Knowledge of IT principles and cybersecurity, including IT systems analysis, emerging technologies, and security methods.
  • Proficiency in network systems design and maintenance, including LAN/WAN design principles and methodologies.
  • Understanding of project and acquisition management, including project management concepts, procurement techniques, and life cycle management.
  • Ability to analyze existing systems, develop specifications, integrate subsystems, and ensure compatibility within the IT infrastructure.
  • Expertise in configuration management and troubleshooting complex network problems.

Qualifications

This is a full-time, term position at the GG-2210-12 level, not to exceed 3 years. Current Federal civilian employees may apply, and if selected, a break in service of at least 3 calendar days may be required prior to appointment. Recruitment incentives may be authorized.

This is a DoD Cyber Excepted Service (CES) Personnel System position aligned under authorities of Section 1599f, Title 10, Chapter 81, United States Code, and DOD Instruction 1400.25-V3007. A 3-year probationary period is required for new Federal government appointments. CES applies and documents Veterans’ Preference in accordance with Department of Defense Instruction 1400.25, Volume 3005.

Pay

Salary Range: $76,463 – $99,404 per year.
