Responsibilities

  • Serve as a senior technical advisor on CVN maintenance, modernization, and availability execution.
  • Evaluate CVN Smart Start work, schedules, and material readiness reviews to assess induction readiness, identify risks, and drive actions to mitigate potential growth work, providing recommendations to government leadership.
  • Analyze integration of maintenance and modernization efforts across major ship systems, identifying cross-functional risks, sequencing conflicts, and planning gaps.
  • Provide independent review of system certification, testing, and turnover strategies, ensuring alignment with operational readiness milestones (e.g., dock trials, fast cruise, sea trials).
  • Conduct independent assessments of shipyard and government planning and execution metrics, identifying risks to cost, schedule, and technical performance.
  • Participate in high-level program reviews and governance forums for CVNs, including CO's agendas, PEO Weekly Updates, Quarterly Program Reviews (QPRs), AIT/CCT Summits, and other key meetings.
  • Provide insight into availability planning, industrial base constraints, material readiness, and workforce considerations impacting execution performance.
  • Support investigation and implementation of improved maintenance practices, technologies, and testing approaches to reduce technical and schedule risk.
  • Provide senior-level consulting expertise to support enterprise transformation, lifecycle sustainment, maintenance planning, and readiness assessments.
  • Analyze complex operational, technical, and organizational challenges and develop actionable recommendations for leadership.
  • Prepare and deliver executive-level briefings, reports, point papers, and technical documentation for senior Navy and civilian leaders.
  • Support high-visibility strategy sessions, design reviews, and enterprise planning efforts related to CVN sustainment and modernization.

Requirements

  • Bachelor's Degree in Engineering, Marine Engineering, Naval Architecture, or a related technical field (experience may be considered in lieu of degree).
  • Minimum fifteen (15) years of senior-level experience supporting CVN maintenance, modernization, or shipyard execution, including complex availabilities.
  • Significant experience supporting Refueling and Complex Overhaul (RCOH) or equivalent large-scale CVN availabilities.
  • Demonstrated expertise across multiple shipboard systems and maintenance domains, with the ability to assess cross-functional impacts and integration challenges.
  • Strong understanding of Navy maintenance processes, lifecycle management, readiness generation, and availability execution.
  • Experience coordinating with shipyards, NAVSEA, Type Commanders, and other stakeholders involved in CVN sustainment.
  • Proven ability to interface with senior Navy leaders and communicate complex technical concepts clearly and effectively.
  • Demonstrated experience leading or advising on major projects, coordinating cross-functional teams, and delivering strategic recommendations in a DoD environment.
  • Strong analytical and problem-solving skills, including the ability to assess risk, identify root causes, and influence decision-making.
  • Proficiency in Microsoft Office Suite with the ability to produce professional, executive-level deliverables.
  • Excellent written and verbal communication skills.

Preferred Qualifications

  • Master's Degree in Engineering, Naval Architecture, or a related discipline.
  • Experience with FORD-class aircraft carriers (CVN 78/79/80), including new construction, modernization, or post-delivery availability support.
  • Prior experience in senior shipyard leadership, program management, or technical authority roles.
  • Familiarity with major CVN availability types (RCOH, DPIA, PIA) and associated planning and execution challenges.
  • Experience supporting high-level program oversight, requirements development, or enterprise modernization initiatives.
  • Experience with NAVSEA, Naval Shipyards, Regional Maintenance Centers, or Warfare Centers.
  • Industry certifications (e.g., PMP, Lean Six Sigma) are beneficial.

Benefits

This position requires the ability to obtain and maintain a U.S. government security clearance. Candidates must be eligible for a background investigation.

Pay

$135,000 - $150,000 DOE
