We need to produce HTML fragment with sections: Duties (maybe heading "Responsibilities" or "Duties"? The instruction says use

for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule). So we need to map content to appropriate headings. The posting includes Duties, Requirements, Qualifications, Additional information (which includes benefits, pay, schedule, etc). We need to include sections only when there is real specific content. We must not repeat job title. No Job ID etc. We need to extract duties: list of duties. Provide as
  • . Requirements: list of requirements (conditions of employment). Qualifications: list of qualifications (education, experience, etc). Benefits: mention benefits package generic but not specific; we should not create Benefits section unless posting actually states them. The posting says: "A career with the U.S. government provides employees with a comprehensive benefits package. As a federal employee, you and your family will have access to a range of benefits that are designed to make your federal career very rewarding. Eligibility for benefits depends on the type of position you hold and whether your position is full-time, part-time or intermittent. Contact the hiring agency for more information on the specific benefits offered." That's generic, not specific. According to instruction: never create Benefits section unless posting actually states them. It does mention benefits but not specific. Likely we should not create Benefits section because it's generic filler. Pay: "Pay will vary by geographic location." Also generic. Not specific numbers. So we should not create Pay or Schedule sections unless specific. Schedule: not mentioned. So we will have sections: Responsibilities (Duties), Requirements, Qualifications. Possibly also "Additional Information" but we can incorporate relevant specifics into those sections or maybe a separate "Additional Information" heading not in list? The instruction only gave examples but didn't forbid other headings. It says use

for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule). It implies we should use those headings where appropriate. Additional info like "Telework availability", "Moving expenses", "Veteran's Preference", etc could be placed under a heading like "Additional Information". But not in the examples. Safer to include only those headings that have substantive content. We have duties, requirements, qualifications. We could also include "Skills" if any specific skills mentioned: uses automated pay systems, research, analyze, resolve, etc. Could be considered skills. But we can incorporate into duties. Thus output:

    Responsibilities

    • Provides customer service and responds to customer inquiries for all contractor and vendor invoice payment issues including late payment, underpayment or over-payment of invoices.
    • Uses automated pay systems to research, analyze and resolve customer service issues.
    • Identifies accounts receivables, erroneously taken discounts or failure to take discounts, improperly paid interest, input errors, refunds, duplicate payments or other problem situations.
    • Receives, researches, analyzes, and answers telephone and written inquiries.
    • Explains and/or assists inquirers in the preparation of various forms and documents.
    • Duties will be developmental in nature when the position is filled below the full performance level.

    Requirements

    • Must be a U.S. Citizen
    • Background or Security Investigation – Position Sensitivity and Security Levels may vary; see Additional Information for details.
    • Registered for Selective Service (males born after 12-31-1959)
    • Suitable for Federal employment
    • Obtain/Maintain Financial Management Certification
    • New employees to DFAS will be required to successfully pass the E-Verify employment verification check.
    • One year probationary or trial period may be required.
    • Onboarding dependent upon favorable security/suitability determination and availability of work and vacancies.

    Qualifications

    • Position filled under Direct Hire Authority for Certain Personnel of the Department of Defense.
    • Applicants MUST have related financial experience AND/OR a related financial degree (Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting OPM minimum qualification requirements.
    • To be hired at GS‑05 entry level: One (1) year of experience processing financial transactions using standardized procedures (reviewing documents for accuracy, inputting financial accounting information into an automated system, or correcting invalid/incorrect transactions).
    • To be hired at GS‑06 entry level: One (1) year of experience applying regulations, policies and procedures governing pay, billing or other financial transactions; researching customer accounts and financial regulations to identify discrepancies and suggest solutions; explaining pay, billing or other financial procedures; or interpreting technical materials, conveying options and resolving problems within automated financial systems.
    • Education substitution: For GS‑05, four years of successfully completed education above high school may substitute for specialized experience when directly related; for GS‑06, six months of graduate education may substitute when directly related.
    • Volunteer experience (Peace Corps, AmeriCorps, etc.) counts toward qualifying experience.
    • Must obtain and maintain a Level 1 Certification under the DoD Financial Management (FM) Certification Program within two years of entry on duty.
We should not include Pay/Benefits/Schedule sections. Make sure no extra text. Output only HTML fragment. Check for any duplicated lines: we have not repeated. Check for any boilerplate: we omitted navigation, legal, EEO, scam-warning, application instructions, etc. We omitted "Moving expenses will not be paid." "Telework availability is limited..." "Veteran's Preference..." etc. Those are additional info but not under required headings; we could optionally include them under a heading like "Additional Information". But instruction says we can use headings like About the role, Responsibilities, etc. It didn't forbid other headings, but to be safe we could include an "Additional Information" section with those specifics. However the instruction says: "Prefer a few substantive sections over many thin ones." Adding another section may be thin. But those details are substantive: moving expenses, telework, veteran's preference, etc. Might be worth including. However they are not in the examples list; but we could still use

    Additional Information

. The instruction didn't forbid other headings; it just gave examples. So we could add a section for Additional Information containing those specifics. That would be more complete. Let's decide: The instruction: "Use

for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule)." It implies those are typical but not exclusive. It says "include a section ONLY when the posting has real, specific content for it". So we can add Additional Information if there is real specific content. The posting includes specifics: Moving expenses will not be paid. Telework availability limited. Veteran's Preference does not apply under DHA. Priority Placement Program, etc. Also "Pay will vary by geographic location." That's not specific. "Travel requirement is Seldom." That's specific. "This position is Non-Exempt from the Fair Labor Standards Act." That's specific. "This position is not covered by a bargaining unit." Specific. "Retired Civil Service Employee..." etc. So we could include an Additional Information section with those points. But we must avoid filler like "commensurate with experience". Those are not present. Thus we could have sections: Responsibilities, Requirements, Qualifications, Additional Information. Let's craft Additional Information as
    • ...
. Include: Moving expenses will not be paid. Telework availability is limited and will only be provided on a rare case‑by‑case basis during situations where Agency Leadership has determined that telework serves a compelling DoD need. Veteran's Preference does not apply under this Direct Hire Authority (DHA). Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible candidates will receive priority consideration at the highest grade level for which they have applied and been determined best qualified up to and including the full performance level. PPP Application Based Preference Eligibles (Military Reserve and National Guard technicians, Military Reserve and National Guard technicians receiving disability retirement, and Retained Grade employees) will receive priority consideration at the full performance level only. A one year probationary or trial period may be required. We may use this announcement to fill additional vacancies within 90 days of the closing date. This position is Non-Exempt from the Fair Labor Standards Act. Travel requirement is Seldom. This position is not covered by a bargaining unit. Retired Civil Service Employee: Employment of retired Federal employees receiving an annuity is subject to the requirements of the Department of Defense (DoD) policy guidance. (See DoD Instruction 1400.25, Volume 300, ...). Also mention that Pay will vary by geographic location (maybe include). Also mention that Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment requires background investigation which may delay start date. If selected cannot obtain favorable security determination, offer may be withdrawn. Must obtain/maintain favorable security determination to occupy sensitive position. Failure may result in termination. Also mention that selections subject to restrictions resulting from DoD Program for Stability of Civilian Employment. Also mention that this position is developmental and selections may be made at GS-05 or GS-06 entry level. Already covered in qualifications. Also mention that once eligibility met, selectees eligible for promotion to GS-06 without further competition. Already in qualifications. We need to avoid duplication. Some of these are already in Requirements (security, background, etc). We should not duplicate. Let's see what we already have in Requirements: we included citizenship, background/security investigation, selective service, suitable for federal employment, obtain/maintain FM certification, E-Verify, probationary period, onboarding dependent on security/suitability. We did not include specifics about security designation, secret clearance, etc. Those are in Additional Information. Also we didn't include moving expenses, telework, veteran's preference, PPP, travel, bargaining unit, non-exempt, retired civil service, pay varying by location, etc. Thus Additional Information section will contain those. Make sure not to include boilerplate like "We reserve the right to close this announcement early or to extend, as appropriate, based upon the needs of the Agency." That's generic; we should omit. Also "Qualified application packages may be referred to management at various points in the selection process depending on the number and timing of applications received. Selections may be made at any point during the announcement open period." That's generic; omit. Also "All applicants are encouraged to apply electronically..." that's application instruction; omit. Also "If you are unable to apply on-line, you may contact 317-212-0454 for assistance." Omit. Also "Moving expenses will not be paid." Keep. Also "Telework availability is limited and will only be provided on a rare case-by-case basis during situations where Agency Leadership has determined that telework serves a compelling DoD need." Keep. Also "Veteran's Preference: Veteran's preference does not apply under this Direct Hire Authority (DHA)." Keep. Also "This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense." Already in Qualifications; we can keep but it's duplicate. Might be okay but better to avoid duplication. We already have that in Qualifications first bullet. So we can omit from Additional Information. Also "Positions may be filled as permanent or term with a full-time or part-time work schedule." That's schedule info but not specific; we could include schedule? It says schedule not specified; we should not create Schedule section unless specific. This
