Cultural Resources Project Manager I 04193 NWRC
Location: Tempe, Arizona. Regular Full Time position with 25-50% travel required. Ability to obtain government clearance.
About the role
North Wind Resource Consulting, established in 2011, specializes in environmental documentation and permitting; natural and cultural resource surveys; wildlife and botanical expertise; NEPA technical services; historic and prehistoric surveys; environmental consultation (Section 106 for cultural resources, Section 404 for wetlands, and Section 7 for endangered species); and GIS and mapping capabilities. This mid-level position provides project supervision, in-field analysis, and scientific studies for projects within Arizona and the Southwestern United States. The role requires proficiency in site recording for historic and prehistoric sites according to land agency specifications.
Responsibilities
- Manage budgets, staffing, invoicing, and provide updates to supervisory staff and fellow Project Managers.
- Attend project management and biweekly business development meetings.
- Demonstrate experience and success with budget and proposal composition.
- Manage multiple projects, including accurately tracking project budgets.
- Organize fieldwork mobilization and demobilization.
- Provide QA/QC for data collection for all aspects of fieldwork and client deliverables.
- Ensure projects are completed on schedule and within budget.
- Collaborate with team members and maintain high-level communication.
- Produce high-quality reports and deliverables to agency and SHPO/THPO standards.
- Maintain regular communication with Program Manager, Project Managers, field technicians, and Line Supervisor.
- Demonstrate thorough knowledge of the archaeology and history of Arizona and/or adjacent states.
- Maintain North Wind and project-specific safety awareness and practices.
- Participate in marketing efforts and business development/outreach with prospective clients.
- Work with accountants to produce accurate monthly project invoices.
- Mentor junior personnel, including reviews of deliverables.
Requirements
- Minimum of 3 years of demonstrated experience with Class III archaeological surveys, monitoring, and testing projects in the Southwest.
- Experience with artifact identification/classification, in-field documentation procedures using tablets, site recording processes, and knowledge of land managing agency requirements.
- Strong work ethic with a developed sense of professionalism.
- Strong technical writing skills demonstrated in completion of Class I and Class III reports.
- Proficiency in computer programs such as Word, Excel, Adobe, and Outlook.
- Willingness to learn, ask questions, and follow written/oral instructions.
- Excellent communication, interpersonal skills, and attention to detail.
- Ability and willingness to travel to various field locations, walk and conduct fieldwork across rugged terrain, and work in inclement weather.
- Willingness to work irregular hours (e.g., early mornings, late nights, weekends).
- Ability to work in a fast-paced dynamic setting and maintain high performance standards.
- High level of organization and ability to effectively communicate ideas and processes.
- Must pass pre-employment background check and drug screening.
- Must possess a valid driver’s license with all necessary endorsements.
- Applicants must have REAL ID ACT compliant documentation at time of hire and no record that would prohibit employment on federal government contracts.
Preferred Qualifications
- Master’s degree in Archaeology or closely related field.
- Previously listed on federal and state permits in Arizona, Nevada, New Mexico, and Utah.
- Strong understanding of Section 106 and 110 of the National Historic Preservation Act.
- Experience managing or participating in small-scale surveys or testing projects.
- Holding or ability to be listed on AAA, BLM, and Region 3 permits as a Field Director.
Physical Demands
- Long periods of walking, climbing, standing, stooping, kneeling, and bending for up to 10-12 hours per day.
- Frequent carrying of a backpack with equipment up to 20 lbs. across uneven terrain.
Working Environment
A majority of work will be performed in an office setting. Some projects may require outdoor work in challenging and rapidly changing environments, including extreme heat or cold, and traversing uneven terrain.
