CSB Division Director- Behavioral Health Outpatient Adult Services

The Fairfax-Falls Church Community Services Board (CSB) is seeking an experienced, visionary senior-level administrator to lead one of the region's largest behavioral health outpatient and case management service areas. About the Role

Lead a comprehensive behavioral health outpatient and case management program serving approximately 3,500 individuals with serious mental illness, substance use disorders, co-occurring disorders, and developmental disabilities.

• Provide strategic leadership and supervision to a multidisciplinary workforce of approximately 130 professionals, including licensed professional counselors, social workers, and clinical staff.
• Direct major systemwide initiatives and collaborate across service areas to strengthen integrated, person-centered care.
• Provide senior clinical consultation and administrative oversight for complex, high-profile cases and program operations.
• Develop and maintain strong partnerships with County agencies, community organizations, regional and state stakeholders, governing boards, and advisory committees.
• Ensure excellence in quality, compliance, and performance by overseeing program utilization, quality improvement, Electronic Health Record (EHR) monitoring, and regulatory compliance.
• Lead strategic planning efforts to implement best practices, meet evolving regulatory requirements, and achieve agency performance goals.
• Manage a multi-million-dollar operating budget, ensuring responsible stewardship of public resources while maximizing service impact.
• Evaluate program effectiveness, identify opportunities for innovation, and implement solutions that enhance access, quality, and outcomes.

Responsibilities

• Plans, administers, directs, and implements various programs within a large division which may include a wide range of specialized prevention, diagnostic, and treatment services.
• Assures integration of program functions across similar program areas within the CSB system.
• Ensures senior clinical and administrative program supervision.
• Provides consultation to the leadership of the CSB.
• Provides liaison with county, regional, and state agencies; governing boards; and advisory committees, representing the CSB on various committees, work groups, and projects.
• Develops and maintains cooperative relationships with community groups and agencies such as nonprofits, contractual services, or public schools.
• Establishes and participates in consultative and educative planning with community agencies, groups, coalitions, and schools.
• Develops and implements internal policies and procedures to enhance treatment effectiveness and efficiency, coordinating with other CSB Division Directors and CSB executive leadership, ensuring consistency across the CSB and compliance with county, state, and federal regulations.
• Disseminates, clarifies, and interprets county and CSB policies and procedures.
• Conducts mental health program utilization and quality reviews as required by the service area.
• Assures programs meet all agency and state goals and objectives, as well as complies with all applicable licensing and funding mandates, standards, and regulations.
• Develops and manages the budget for the assigned service area, consulting with the assigned financial staff.
• Authorizes and reviews program expenditures, identifies potential budget shortfalls, and writes consideration item proposals as requested for program expansion and revenue enhancement, consulting with the Enterprise Services Director.
• Evaluates programs to ensure effective and efficient service delivery and develops plans to address identified gaps in services.
• Oversees clinical and non-clinical services for quality and effectiveness.
• Provides clinical consultation and organizational guidance for high-risk individuals.
• Advises staff and supervisors on difficult and complex cases.
• Manages and allocates resources within the service area to meet program or workload demands.
• Coordinates with multiple service areas and agencies to ensure quality client service delivery.
• Provides research information and statistical data to federal, state, and county authorities.
• Provides technical assistance to CSB and community providers for contracted services.
• Directs the establishment and monitoring of contract levels for state performance contracts.
• Advances principles and agency and county initiatives on diversity, equity, inclusion, and belonging.

Requirements

• Extensive knowledge of principles, theories, practices, and methods related to the assigned division.
• Extensive knowledge of the principles and theories of individual psychological, cognitive, and social development as appropriate for the assigned division.
• Knowledge of current prevention/treatment philosophies and programs in the field of substance abuse and/or developmental disability as appropriate for the assigned division.
• Knowledge of community resources and support services, including relevant public and private organizations.
• Thorough knowledge of intake procedures and interviewing techniques.
• Advanced knowledge of current treatment/care philosophies and programs in the assigned division.
• Knowledge of psychiatric, psychological, and/or sociological terminology and concepts.
• Knowledge of federal, state, and local human services agencies and the services they provide.
• Knowledge of principles and practices of public administration, including personnel, budgeting, accounting, and management analysis, and ability to apply them in overseeing a variety of services.
• Ability to lead and manage the work of a large staff through subordinate managers and supervisors.
• Ability to solve problems and resolve conflicts.
• Ability to integrate services with other divisions.
• Ability to develop and implement departmental goals and objectives.
• Ability to interpret the impact of physical and psychotropic medication on clients.
• Ability to compile and analyze data and draw sound conclusions.
• Ability to develop and evaluate programs.

• Ability to develop and maintain effective working relationships with subordinates, co-workers, county officials, public and private sector organizations, community groups, and the general public.

Qualifications

Any combination of education, experience, and training equivalent to the following:

• Graduation from an accredited college or university with at least a bachelor’s degree in psychology, nursing, social work, counseling, public health, healthcare administration, or related field.
• Seven years of related clinical and administrative experience.

Certificates and Licenses

• Valid driver's license.

Necessary Special Requirements

• The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, driving record check, credit check, and sanction screening to the satisfaction of the employer.
• A TB screening upon hire and annually thereafter.
• This position is emergency/essential services personnel (required to report for duty during inclement weather and/or other emergencies).

Preferred Qualifications

• Extensive experience with Medicaid and other third-party insurance reimbursement.
• Extensive experience managing supervisors.
• Experience overseeing budgets, contracts, and other fiscal responsibilities.
• Experience working in a behavioral health setting with adults.
• Master's degree in a behavioral health field.
• Licensed in Virginia as either a Clinical Psychologist, Professional Counselor, Clinical Social Worker, Marriage and Family Therapist, or Licensed Nurse Practitioner.

Physical Requirements

• Ability to travel independently to multiple sites.
• The job is generally sedentary; however, it requires sufficient visual acuity to read data on a computer monitor and the ability to operate keyboard-driven equipment.
• Must be able to communicate effectively with others and lift up to 15 pounds.
