Critical Infrastructure Protection Analyst

About the role

RMC is seeking a Critical Infrastructure Protection (CIP) Analyst to provide onsite client support to the Joint Staff Homeland Defense Division (J-36) Mission Assurance Branch in Arlington, VA. This role supports the Chairman of the Joint Chiefs of Staff (CJCS) in implementing and facilitating the Mission Assurance Construct in accordance with Department of Defense (DoD) Directive 3020.40 and DoD Instruction 3020.45. The position involves coordination of defense critical infrastructure asset nominations, asset validation, integrated assessment scheduling, risk management, and monitoring and reporting through designated information technology systems.

Responsibilities

• Support Joint Staff J-36 MA Branch on all CIP and MA matters.
• Develop and revise key Joint Staff policy and instructions related to Mission Assurance, including DoW MA Benchmarks and CJCSI 3209.01A.
• Manage the Mission Assurance Assessment Program, including facilitation of Integrated Assessment Schedule development, meetings, coordination, and scheduling conferences.
• Assist with the execution of the MA identification process and arbitrate disputes on asset criticality between DoW Components, including Defense Critical Asset (DCA) nomination and validation.
• Coordinate with asset and mission owners for development of criticality summaries, threat hazard assessments, vulnerability assessments, and resiliency, redundancy, and mitigation plans.
• Serve as the primary action officer supporting the Mission Assurance Coordination Board (MACB) forums, including developing meeting agendas and inputs.
• Facilitate, monitor, and assess the accomplishment of MACB-established MA priorities and activities for DoW.
• Compile, organize, and present risk mitigation and remediation recommendations to senior leadership.
• Provide direct support to the Mission Assurance community during the fielding and adoption of new decision support tools and platforms.
• Conduct reviews of military headquarters plans, policies, and directives for compliance with DoW policies.
• Contribute to the development and refinement of Mission Assurance-related data and information standards.
• Monitor the accuracy of data in the MA system of record and provide subject matter expertise during meetings and engagements.
• Develop briefings, program documents, reports, instructions, and information papers on CIP and MA requirements.
• Coordinate with services, combatant commands, and subordinate commands on various efforts and tasks.
• Participate in conferences, working groups, meetings, and other events related to MA, as required.
• Assist in various administrative duties, as needed.

Requirements

• BA or BS in public policy, political science, security studies, or a related field. In lieu of a degree, commensurate operational experience (+8 years) may be substituted.
• 4-10+ years of experience with DoD and critical infrastructure programs preferred.
• Excellent writing skills and strong communication abilities.
• Good time management and organizational skills.
• Experience using tools and applications such as Word, PowerPoint, Excel, and SharePoint.
• Proven ability to coordinate with and provide direct support to senior-level working groups.
• Ability to work in a team environment and take initiative to ensure tasks are completed within required timelines.
• Strong problem-solving skills.

Qualifications

• Obtaining a DoD TS-SCI Clearance (applicants selected will be subject to a government security investigation).
• Possession of a current passport with a minimum of eight months remaining until expiration.
• Willingness and capability to travel, CONUS and OCONUS, approximately 5% of the time.
• U.S. Citizenship and possession of a valid state driver’s license.
