Responsibilities
- Provide acquisition advice and recommendations based upon a comprehensive knowledge of the principles, policies, pertinent laws, regulatory requirements and procedures applicable to each program.
- Review and provide guidance for updates of program documentation, supporting the acquisition process to include: documents required by law, regulation, directive and/or policy such as the U.S. Code Title 10 DoDD 5000.01, DoDI 5000.02 and AR 70-1.
- Coincide with and support the execution of various Army and Department of Defense efficiency, cost saving, and continuous process improvement initiatives such as Better Buying Power 3.0 (or latest adaptation) efforts: Will/Should Cost initiatives, Lean Six Sigma projects, Value Engineering initiatives, Business Process Reengineering efforts and other Continuous Process Improvement-related initiatives.
- Participate in strategic programmatic integration for the formulation and execution of Program Objective Memorandum (POM) Reviews and Weapon System Reviews (WSR).
- Examine program progress and fund utilization reports to identify areas where programs are not progressing or proceeding as planned (e.g., cost and schedule performance as well as overall program execution efficiencies).
- Review Acquisition Requirements Packages (ARPs).
- Collaborate with CPE IEW&S in reviewing and modifying the CPE’s policies, guidance, and procedures in program management, acquisition, cost, and efficiencies to address applicability and relevance of requirements implemented by the Office of the Secretary of Defense (OSD) and Assistant Secretary of the Army (Acquisition Logistics & Technology) (ASA(ALT)).
- Contribute to knowledge management efforts within CPE IEW&S by creating, sharing, using, and managing the CPE’s knowledge.
- Specifically, ensure the identification, documentation, mapping and understanding of the practices, methods and processes of the CPE; ensure the identification, handling, accumulation, assessment and sharing of lessons learned; ensure the identification, documentation, collection and sharing of SME/”greybeard” knowledge and information.
- Prepare and/or review of miscellaneous reports provided to senior level management.
- Collaborate with Program/Product managers and the Department of Army Systems Coordinators to ensure programs have acquisition strategies, baselines and other required documentation to meet Milestone Decision Authority requirements to provide products and services to the Warfighter in an affordable, timely manner.
- Ensure that CPE IEW&S’s inquiries/directives are carried out to include periodic reviews, cost/schedule/performance monitoring and lessons learned.
Qualifications
- Bachelor’s Degree.
- A minimum of ten (10) years’ experience.
