County Manager

About the role

The County Manager is responsible for implementing organizational strategies, managing county services, and overseeing functional operations. This role accomplishes ISBH objectives by supervising staff, organizing resources, and monitoring work processes through support, feedback, and discipline as needed.

Responsibilities

• Oversee the overall performance of the county, including service delivery outcomes, financial sustainability, and growth.
• Directly supervise and provide support and developmental opportunities to supervisors, providers, and other direct reports.
• Recruit, motivate, and retain a dedicated team of care providers for all programs and service lines.
• Work closely with the regional director to develop and implement operational strategies that enhance client care, client satisfaction, and mitigate health disparities.
• Monitor and analyze financial performance, identifying opportunities for cost savings and revenue growth.
• Develop annual and project budgets in collaboration with the Regional Director, Subject Matter Experts, and the finance department.
• Drive success and decision-making using analytics (qualitative and quantitative data), identify trends, and implement strategies to capitalize on opportunities.
• Ensure high ratings on state and federal quality measures.
• Develop and sustain relationships with key stakeholders, including clients, families, employees, referral sources, and partner or state agencies.
• Ensure consistent communication and collaboration between programs and service lines within the county.
• Manage all aspects of accessibility, effectiveness, and efficiency of service delivery to assure cost-effectiveness and sound clinical outcomes.
• Operationalize organizational goals and maintain high standards of performance, including clinical outcomes and other targeted benchmarks.
• Mentor and motivate team members to serve patients and providers with compassion, resourcefulness, and exceptional attention to detail.
• Support and motivate direct reports to accomplish both individual professional and county goals.
• Monitor policy compliance for assigned offices/providers.
• Regularly review client satisfaction scores and develop plans to improve them.
• Manage physical assets, including reporting repair and maintenance requests, vendor management, and cleaning standards.
• Model and encourage professional behaviors, honesty, integrity, and authenticity to reinforce culture and instill trust.
• All other duties as assigned.

Requirements

• High School Diploma or GED required.
• Bachelor’s or master’s degree in social work, education, counseling, psychology, or a related field preferred.
• LSW/LPC, LISW/LPCC/PhD/IMFT preferred.
• Three years of experience as a leader in a healthcare setting.
• Previous supervisory experience.
• Previous budgeting experience.
• Experience working in the behavioral health field, preferably with multi-system youth or individuals with autism and/or developmental disabilities.
• Working knowledge of local, state, and federal regulations.
• Ability to analyze monthly financial statements and prepare detailed budgets and operating forecasts.
• Strong written and verbal communication skills.
• Positive, innovative approach to problem-solving.
• Ability to present ideas clearly, concisely, and in an organized manner.
• Ability to work independently as a project leader and team member.
• Ability to relate well with others, even while working remotely.
• Ability to work efficiently with a high level of accuracy, attention to detail, and follow-through.
• Excellent time management and organizational skills.
• 25% travel in the field supporting client care and county operations, or more as needed.
• Proficient computer skills, including Microsoft Office Suite, email systems, and web-based programs.
• Experience working within Electronic Health Record systems.

Pay

The salary range for this position is $82,000.00 to $102,000.00 based on experience, education, and/or licensure.
