Counterterrorism Analyst Senior

Purpose and Impact

Amentum provides warning and all‑source analytical support to DIA’s Defense Combating Terrorism Office to drive DoD policy, planning, and operational decisions to counter regional and transnational terrorism threats. The team conducts mission‑critical counterterrorism analysis focused on operational and strategic effects against emerging terrorist threat networks and identities operating globally with intent to harm U.S. persons, facilities, and interests. Work includes delivering national watchlisting support to the TIDE database, providing expert assessments for the Pentagon/Joint Staff, and 24/7/365 support to DoD and senior policy decision makers, as well as international and interagency partners, on predictive threat assessments regarding transnational and regional terrorist threats. Analysts also support the Congressionally‑mandated Prisoner of War/Missing in Action cell with analysis, collection, and 24/7 support to the U.S. government for global hostage threats or events against U.S. citizens.

Essential Responsibilities

• Conduct research and analysis of data, information, and intelligence to produce a wide range of finished all‑source intelligence products for senior U.S. defense department and government officials, U.S. Combatant Commands (CCMDs) in accordance with ODNI and DIA Analytical Standards.
• Produce in‑depth strategic and operational analysis of transnational terrorist networks and activities, including standard and nonstandard DIA products and briefings for tactical and strategic customers.
• Coordinate all products within DIA and with other intelligence community (IC) partners, meeting formatting, classification, and dissemination guidelines.
• Apply knowledge of intelligence collection disciplines, technical sensors/platforms, and human intelligence sources; understand the IC collection management cycle, processes, systems, and tools.
• Drive collection to identify and answer intelligence gaps, working closely with collectors throughout the intelligence cycle.
• Utilize SIGINT, GEOINT, OSINT, and HUMINT data sets and databases to identify transnational terrorist networks and key actors.
• Support DoD field collectors and determine methodology for integrated intelligence products, including targeting products in direct support of special operations.
• Provide analytical support for special operations and conventional activities, including temporary duty (TDY) support to partner nations.
• Contribute to national and DoD/CCMD level planning efforts, including contingency and crisis planning.
• Review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely test analytic rigor.
• Apply qualitative and quantitative analytic methodologies, pursuing developments in academia or other fields that affect tradecraft.
• Define comprehensive, new, or unique research approaches that enable rigorous assessments for high‑level tasks.
• Analyze analytic operations and knowledge‑management issues across organizational and intra‑IC boundaries, clearly articulating key findings.
• Communicate understanding from incomplete, indirect, highly complex, or technically advanced information.
• Structure analysis based on trends and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.
• Collaborate with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.
• Develop concise, insightful, and comprehensive products for defense intelligence, leading teams in researching multifaceted or critical problems.
• Provide guidance in selecting, designing, and applying analytic methodologies; use argument evaluation and validated methods to challenge differing perspectives.
• Employ logical reasoning when evaluating and synthesizing multiple sources of information; interpret analysis for meaning, importance, and implications.
• Defend analytic judgments with sound, logical conclusions and adapt judgments when presented with new information, evolving conditions, or unexpected developments.
• Produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in Microsoft Office tools (Excel, Word, PowerPoint), electronic/soft‑copy matrices, and web‑enabled formats.
• Communicate complex issues clearly in both verbal and written form, demonstrating strong grammar skills and proficiency with Microsoft Office.
• Develop structured research, obtaining, evaluating, organizing, and maintaining information within security and data protocols.
• Recognize nuances and resolve contradictions and inconsistencies in information.
• Respond to customer requests for terrorism information with oral and written products at strategic, operational, and tactical levels.
• Participate in meetings, conferences, and working groups, providing strategic and operational analysis of transnational terrorism issues in assigned focus areas.

Requirements

• Security Clearance: TS/SCI with Polygraph.
• Education: Bachelor’s degree (minimum).
• Experience: Minimum 12 years of relevant experience; 15 years of experience in the specific labor category, with recent experience within the last 2 years, is desired.
• Knowledge of ODNI’s 200 Series ICDs (203 – Analytic Standards, 206 – Sourcing Requirements for Disseminated Products, 208 – Write for Maximum Utility).
• Ability to produce IC‑coordinated all‑source intelligence analytic products on non‑state actors, including identification, exposure, and exploitation of terrorist/insurgent planning, operations, vulnerabilities, and CBRNE tactics, techniques, and procedures.
• Proficiency in using research databases (e.g., Global Terrorism Database) and quantifiable matrices to prepare written and oral products on complex topics.
• Demonstrated mastery of qualitative and quantitative analytic methodologies, argument evaluation, and logical reasoning.
• Strong written communication skills, including the ability to produce strategic counterterrorism assessments, graphics, and briefings in accordance with ICD 203, DIA, and ODNI standards.
• Proficiency with Microsoft Office tools (Excel, Word, PowerPoint) and ability to create electronic/web‑enabled analytic products.

Preferred Qualifications

• Master’s degree in a field related to the labor category, preferably security or intelligence studies with a focus on terrorism or transnational security threats.
• Previous counterterrorism experience in a national‑level intelligence agency.
• Extensive experience (15 years) related to the specific labor category, with recent experience within the last 2 years.

Compensation

Salary range: $105,000 – $130,000 (estimate; actual compensation may vary based on responsibilities, education, experience, internal equity, market data, collective bargaining agreements, and applicable laws).
