About the role

The Counsel to the Intelligence Community Inspector General (IC IG) leads the Office of Legal Counsel (OLC), which provides expert legal counsel across four critical areas: Legal Counsel, Audits & Inspections, Investigations & Intake, and Strategy & Support.

This position offers a unique opportunity to shape IC oversight while addressing some of the nation's most complex legal and policy challenges.

Responsibilities

  • Provide independent, expert legal and policy counsel to the IC IG and senior leadership on complex, novel, and high-priority matters affecting IC oversight responsibilities.
  • Render definitive legal opinions and guidance on issues involving statutes, Presidential directives, Executive Orders, and IC policies.
  • Manage OLC's strategic approach to supporting the IC IG's statutory mission of promoting economy, effectiveness, and efficiency while preventing fraud, waste, abuse, and mismanagement.
  • Lead and manage OLC staff, establishing clear policies, practices, and strategic performance objectives, and conducting performance evaluations and providing regular feedback to ensure staff growth and excellence.
  • Provide comprehensive legal guidance supporting the IC IG's authority to audit, investigate, inspect, and review programs within the DNI's responsibility.
  • Review and ensure legal sufficiency of all documents requiring IC IG approval or concurrence.
  • Chair the IC IG Council of Counsels Forum to establish effective relationships among IC Inspector General legal counsels and promote collaborative oversight efforts.
  • Coordinate with congressional intelligence committees on legal matters and develop strategic partnerships across Intelligence Community elements to enhance oversight effectiveness.

Requirements

  • Must be registered for the Selective Service, if applicable.
  • Must be a U.S. citizen and at least 18 years of age.
  • Must be willing to move to the Washington Metropolitan Area (WMA).
  • Must successfully complete a medical and psychological exam, a polygraph interview, and a comprehensive background investigation.

Qualifications

To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) and the Intelligence Community Senior Officer Core Qualification (ICSOCQ) in your resume.

Displayed expertise in at least two of the following practice areas: Inspector General Operations, Intelligence Oversight, Litigation, Investigations, Civil Liberties and Privacy, Personnel and Ethics, Acquisition and Fiscal Oversight.

Superior communication skills, including the ability to routinely communicate complex concepts and issues in a manner appropriate to the audience.

Exceptional interpersonal, leadership, and managerial capabilities, including the ability to effectively direct taskings, supervise and lead a diverse team of legal professionals.

Expert ability to lead by example and exemplify IC OIG core values of Integrity, Fortitude, and Excellence.

Completion of a Juris Doctor or Bachelor of Laws degree from an American Bar Association-accredited law school, and active membership of the Bar of the highest court of a U.S. State, Territory, Commonwealth, or the District of Columbia.
