Duty Statement

Under the direction of a Supervisor I, this position independently provides analytical and technical support for Public Safety Communications (PSC). The incumbent in the Cost Recovery Unit is responsible for the monthly radio maintenance invoicing to client agencies. Billing information is compiled from PSC databases for engineering and technician charges as well as parts and equipment expenses.

Desirable Qualifications

  • Knowledge of: Accounting, cost recovery, or related area requiring a high degree of numerical and written accuracy

  • Proficiency in the following Microsoft applications: Excel, Word, Outlook, Teams, and PowerPoint

  • FISCal and State purchasing practices

  • The State Contracting Manuals

  • Forms and documents that accompany a Purchase

  • General process improvement techniques

  • Analyze and interpret laws, rules, and regulations

  • Develop and evaluate alternatives

  • Analyze data and present ideas and information effectively both orally and in writing

  • Absorb radio telecommunications terminology

  • Gain and maintain the confidence and cooperation of those contacted during the course of work

  • Develop and effectively utilize all available resources

  • Analyze current and future procedures to ensure the best outcome for customers and stakeholders

  • Demonstrated ability to act independently

  • Open-mindedness, flexibility, and tact

Working Conditions

  • In Office: This position supports and manages the day-to-day business operations for Cal OES which is handled in an office location. This is not considered a hybrid telework position.

  • This position is located at the Public Safety Communications Campus in Sacramento County.

  • The Public Safety Communications (PSC) Technical Services Branch provides a variety of services to PSC and the public safety agencies it serves. The Branch oversees the California Public Safety Microwave Network (CAPSNET), licensing of public safety radio spectrum with the FCC, and a host of ancillary services that support PSC’s service delivery.

  • In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays).

  • This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description.

  • Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
