About the role

Turner & Townsend are looking for an experienced Cost Manager and/or Quantity Surveyor to act as the key, day-to-day client interface, ensuring client objectives are met through the delivery of a value-added cost management service across large-scale data center construction projects, including multi-building campuses and phased developments. The ideal candidate will be self-motivated, driven, and able to work independently as well as part of a team. In this role, you will provide leadership and direction, embedding and promoting the purpose, values, and vision of Turner & Townsend.

Responsibilities

  • Estimate and negotiate change orders throughout the construction lifecycle.
  • Provide estimate and cost planning, including producing and presenting the final cost plan.
  • Review and participate with the design services team and general contractor in developing cost estimates.
  • Reconcile changes and assist the general contractor to ensure data accuracy.
  • Communicate or meet with the general contractor and owner or project manager to gather status information for cost estimate updates.
  • Prepare written comments on the general contractor’s submissions, including the executive summary.
  • Coordinate all sources of cost information for discussions and suppliers directly from NPA, subs, and quantities from A/Es.
  • Inform and drive engineering priorities based on cost impact.
  • Work proactively with minimal supervision to resolve scheduling issues.
  • Manage cost checks and carry out valuations on larger projects.
  • Complete timely, accurate cost checking and valuation processes.
  • Participate effectively in post-contract cost variances and change control processes.
  • Manage cost impact, contingency management, and commitment tracking logs.
  • Prepare funding data presentations and coordinate value engineering sessions with stakeholders.
  • Develop cost plans and estimates through the design phase, delivering updated cost plans at appropriate milestones.
  • Provide commercial input to design optioneering and value engineering exercises.
  • Review contractor and subcontractor pricing and lead negotiations on behalf of the client.
  • Perform quantity surveying, cost controls, and change management activities throughout the project lifecycle.
  • Ensure post-contract cost variances and change control processes are managed effectively.
  • Ensure cost auditing and valuation work is managed with robust validation processes.
  • Produce monthly cost reports for presentation to the client.
  • Ensure final accounts are negotiated and agreed upon in a timely manner.
  • Compile built cost estimate records for benchmarking purposes.
  • Identify, coach, and mentor team members to support development and success.
  • Display leadership and service delivery aligned with Turner & Townsend standards.
  • Manage financial performance, including tracking margins, forecasts, and reporting.
  • Implement and maintain internal business systems, tools, and delivery methodologies.
  • Promote a collaborative, one-business culture across teams and stakeholders.
  • Adhere to SOX control responsibilities where applicable.

Requirements

  • Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or a related field.
  • Minimum 5–7 years of relevant experience in cost management within the construction industry.
  • RICS accredited or working towards certification is preferred.
  • Experience leading cost management on medium to large construction projects.
  • Experience supporting large-scale commercial or mission-critical construction projects is preferred.
  • Construction consultancy experience is strongly preferred.
  • Strong knowledge of construction procurement, cost control, and value management practices.
  • Excellent communication and stakeholder management skills.

Pay

The base salary range for this role is $120K–$130K USD. Final compensation will be determined based on factors including experience, skills, qualifications, and internal equity. In addition to base salary, employees may be eligible for bonuses and a comprehensive benefits package.
