About the role

Turner & Townsend is seeking an experienced Cost Manager / Quantity Surveyor to support a large-scale data center construction project in Indiantown, Florida. The ideal candidate will bring strong construction cost management expertise, a collaborative approach, and a commitment to delivering best-in-class cost and commercial management services throughout the project lifecycle.

Responsibilities

  • Advise client on strategies, manage prequalification of vendors, assess proposals, bids, and bid levelling documents, and make final recommendations to the client.
  • Attend and chair bid interviews, and manage the appointment process.
  • Manage estimating services for the full project by developing project estimates (construction, fees, direct work, and other costs), reviewing estimations prepared by junior team members, and presenting estimates to the client.
  • Present value engineering recommendations and risk assessments to the client.
  • Meet with vendors to review, validate, and challenge costs, utilizing benchmark data from other projects.
  • Manage cost reporting by establishing a reporting schedule, reviewing and presenting cost reports and forecasts, and reviewing the project budget and spend forecast with the client.
  • Develop and maintain a commercial risk register, and host periodic meetings with the project team and vendors.
  • Manage the cost control process by reviewing payment application assessments prepared by junior team members, liaising with project managers to recommend contractor entitlements, and reviewing requests for change orders from vendors to make recommendations to the client.
  • Use dispute prevention, management, and resolution procedures to handle payment requisitions, change orders, and contractual disputes.
  • Manage and monitor the invoicing process.
  • Benchmark performance against other successful commissions.
  • Manage all facets of the final accounting process, post-contract audits, and account close-outs.
  • Hold post-contract reviews with the client to establish a lessons-learned document and apply lessons to create training manuals.
  • Develop procedures governing the handover of the project.
  • Perform duties using/preparing Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software.
  • Adhere to SOX control responsibilities where applicable.

Requirements

  • Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or a field related to construction.
  • Minimum 3-5 years of relevant experience working in a cost management role in the construction industry.
  • RICS accreditation or working towards it is valuable.
  • Experience supporting cost management on medium or large-sized construction projects.
  • Construction consultancy experience is strongly preferred.
  • Experience supporting data center, mission-critical, advanced technology, industrial, or large-scale commercial construction projects is preferred.
  • Good knowledge of construction industry technical matters, such as different procurement routes, value management, and value engineering.
  • Strong communication skills.
