DESCRIPTION OF WORK

  • Serves as a shift commander. Plans, organizes, and directs the care, custody, control, and safety of inmates on an assigned shift.
    • Supervises subordinate officers and ensures that all assigned duties are within compliance of policies, procedures, and regulations governing all aspects of care, custody, and control of inmates in an institutional setting.
      • Assigns work, approves leave, conducts performance reviews, and authorizes or approves overtime.
        • Ensures all subordinate officers receive annual and mandatory training.
          • Supervises the on-the-job training program for all Corrections Office Trainees assigned to the shift.
            • Provides training to new subordinate staff, and ensures that Trainees are utilized at their appropriate level of training phase.
              • Interprets rules, regulations, policies, and objectives of the institution for subordinates.
                • Counsels and advises subordinate staff regarding policy interpretation and application.
  • Conducts inspections of all areas in assigned zone to ensure all officers are alert and diligent in the performance of their duties.
    • Makes sure that all SCI operations, including overtime and leave usage, are administered appropriately.
      • Assumes accountability for compliance with accreditation standards for security and control.
        • Investigates and reports all infractions of the rules and regulations to the Major of the Guard and initiates corrective disciplinary action for minor infractions and recommends corrective disciplinary action for other infractions to include major corrective disciplinary action or dismissal.
  • Develops procedures, rules, and regulations for unique situations, which are not guided by existing policies.
    • Develops regulations and orders for security operations.
      • Establishes standards relating to post duties (housing units, patrols, yard assignments, etc.).
        • Implements emergency plans where appropriate and uses independent judgment during individual or Institution crises.
  • Coordinates transportation of inmates and staff trips with the Major of the Guard and Deputy Superintendent for Facilities Management.
    • Performs other related duties as assigned.

ESSENTIAL JOB FUNCTIONS

  • Exercise care, custody, and control over inmates.
    • Apply physical force and intervention when appropriate and necessary.
  • Supervise, evaluate, and direct the work of subordinate officers.
    • Direct facility operations according to established procedures.
      • Perform physically demanding tasks, e.g. running, physical control of inmates.
        • Reach, bend, stoop, pull, push, kneel, lift, climb, and grasp.
  • Spend prolonged periods of time standing or walking.
    • Spend prolonged periods of time working indoors as well as outdoors in all weather conditions.
  • Work all shifts and posts (except those that require an active PA driver's license or equivalent).
    • Operate basic office equipment.
      • Maintain an active PA non-commercial Class C driver's license or equivalent pursuant to post requirements.
  • Work mandatory overtime, with little or no advance notice, whether on or off duty at the time of notification.
    • Maintain regular and reliable attendance.
  • Use and maintain various equipment and tools of the corrections profession.
    • Properly wear all portions of assigned uniform.
  • Effectively communicate verbally and in writing.
    • Use appropriate body language and tone of voice.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

  • This position is open to current Department of Corrections employees only.
    • Meet the minimum experience and training (MET's) for the job:
      • Two years as a Corrections Officer 3 (Commonwealth job title); or
        • Six years of experience in corrections security work in a Pennsylvania state or county corrections facility, including two years of supervisory experience.
  • This position is not eligible for telework.
    • Be eligible for selection in accordance with Merit System Employment Regulations.
