About the role

This Correctional Lieutenant position is a job rotation or developmental opportunity designed to enhance and develop leadership skills. It is a work-out-of-class assignment anticipated to last 12 months, though duration may be adjusted due to business needs. The rotation is available for current, regular-status employees of the Oregon Department of Corrections (ODOC) or Oregon Corrections Enterprises (OCE) with their current manager's approval. Candidates who do not meet the minimum qualifications may be considered as developmental but are not eligible for work-out-of-class differential.

Responsibilities

• Assign, monitor, evaluate, and assess training needs of subordinate staff.
• Participate in the screening process of new hires, conduct background checks, and make hiring recommendations.
• Conduct orientation for new hires.
• Resolve personnel issues and complaints, respond to grievances, and participate in disciplinary investigations.
• Counsel employees on professional growth and career development.
• Review and investigate reports of security, safety, and sanitation infractions.
• Review and endorse misconduct and unusual incident reports prepared by subordinates; ensure corrective action is taken.
• Authorize and terminate visits; make independent decisions to remove inmates to special housing units or return them to parent institutions due to major infractions or protection needs.
• Supervise and inspect dining rooms, infirmaries, clinics, housing units, and segregation units.
• Authorize changes in institution routing when dictated by operational necessity.
• Serve as commander in emergency situations until relieved by superiors; initiate action, deploy staff, and notify designated personnel during emergencies such as inmate disturbances, escapes, or criminal activity.
• Secure and maintain the chain of evidence in the event of criminal activity.

Requirements

• Three years of experience in a correctional-security setting where primary duties involved the care and custody of inmates.
• One year of experience at the level of a Sergeant in a correctional system.
• Ability to obtain, within one year, an Oregon Department of Public Safety Standards and Training (DPSST) Correctional Certificate or a Correctional Certificate from another government agency. Education will not substitute for required experience.
• Must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Some felony convictions may disqualify candidates.
• Must comply with the Federal Prison Rape Elimination Act (PREA), which prohibits hiring individuals with a history of sexual abuse in confinement settings.

This position is management services and may be eligible for Police & Fire (P&F) benefits through PERS, as defined by statute. The salary range listed is for non-PERS qualifying applicants; PERS-qualifying applicants may be eligible for an adjusted range reflecting an additional 6.95%.

Pay

$6,834 - $9,143 per month.
