CONTROLLER
About the role
Reporting to the Finance Director, the Controller guides financial decisions and protects City assets by establishing, monitoring and enforcing policies and procedures. The Controller plans and manages all activities of the Controls Division, supervises payroll and expenditure control accounts, cash transfers to other funds and outside agencies, and reconciles inter-fund liabilities and receivables as well as monthly control and subsidiary account receivables groups. The Controller is responsible for all Housing and Urban Development (HUD) vouchers and financial reporting, ensures accuracy and compliance for all monthly and annual reports, and oversees the annual City audit by assigning tasks and reviewing work for completeness and accuracy.
Responsibilities
- Supervise all payroll and expenditure control accounts
- Manage all cash transfers to other funds and to outside agencies and vendors
- Reconcile all inter-fund liabilities and receivables
- Perform monthly reconciliation of all control and subsidiary account receivables groups
- Prepare and oversee all Housing and Urban Development (HUD) vouchers and financial reporting
- Ensure all monthly and annual reports are accurate and compliant
- Oversee the annual City audit by assigning tasks and reviewing all work for completeness and accuracy
Requirements
- Bachelor’s degree in accounting or a business-related field
- Five (5) years of experience in municipal accounting and/or auditing
- Strong background in accounting software and Microsoft Excel
- Thorough knowledge of generally accepted accounting procedures (GAAP)
- Knowledge of City charter and ordinances
Pay
$95,000/year to $110,000/year
