Controller

About the role

Reporting to the Finance Director, the Controller guides financial decisions and protects City assets by establishing, monitoring and enforcing policies and procedures. The Controller plans and manages all activities of the Controls Division, supervises payroll and expenditure control accounts, cash transfers to other funds and outside agencies, and reconciles inter-fund liabilities and receivables. The role is responsible for Housing and Urban Development (HUD) vouchers, financial reporting, monthly and annual report accuracy and compliance, and overseeing the annual City audit.

Responsibilities

• Plan and manage the activities of the Controls Division and ongoing fund accounting systems and related reporting.
• Supervise accounts payable, personnel and disbursement functions related to payroll and expenditure control accounts.
• Supervise execution of cash transfers to other funds and outside agencies and vendors.
• Reconcile all inter-fund liabilities and receivables and perform monthly reconciliation of all control and subsidiary account receivables groups.
• Process all HUD Grant vouchers and complete all required financial accounting reports.
• Ensure all monthly and annual financial reports are accurate and compliant.
• Assist the Finance Director in preparation of the annual budget.
• Oversee the annual audit process to ensure accuracy of all financial information.
• Adhere to all financial reporting and disclosure requirements under RI General Law, the RI Office of the Auditor General, the Governmental Accounting Standards Board, Internal Revenue Service and the Charter and Ordinances of the City of Woonsocket.
• Perform related duties of the Director of Finance as assigned.

Requirements

• A bachelor’s degree in accounting, business administration or a related field.
• Five years of experience in municipal accounting and/or auditing.
• Strong background in accounting software and Microsoft Excel.
• Thorough knowledge of generally accepted accounting procedures (GAAP).
• Knowledge of City charter and ordinances.

Pay

$95,000/year to $110,000/year.

Schedule

40-hour work week.
