Contracts Specialist

About the role
Plans and coordinates various contract actions to win, negotiate, administer, and close contracts for Cubic. Ensures compliance with applicable laws, regulations, and contractual terms and conditions. This position typically works under limited supervision and involves substantial decision-making authority. Remote candidates (preferably East Coast-based) will be considered; occasional travel to Cubic facilities or customer sites may be required.
Responsibilities
- Negotiates and administers contracts, including proposal planning, preparation, submission, negotiation, administration, and closeout for U.S. government and non-government customers.
- Tracks Cubic’s performance against contract deliverables and cash receipts, as well as customer obligations and deliverables.
- Coordinates with Cubic’s supply chain team to ensure necessary flowdowns are incorporated in supplier and subcontractor agreements.
- Collaborates with Business Development, Program Management, Engineering, Business Unit Management, and Cost Estimating personnel on proposal preparation and submittal.
- Reviews solicitation requirements and provides risk assessments to Proposal/Program Managers.
- Negotiates with customers to maximize benefit to Cubic, working directly with program leads and stakeholders.
- Ensures compliance with departmental and company-wide contract policies, legal, regulatory, and contractual requirements.
- Informs Contracts Department and stakeholders of outstanding issues that may impact program, departmental, or company objectives.
- Complies with export license requirements and ensures shipments of hardware and technical data adhere to Cubic’s Export Compliance Manual.
- Works with shared teams to ensure accurate sales orders are in place upon receipt of signed contracts.
- Ensures compliance with U.S. statutes (e.g., Foreign Corrupt Practices Act) and foreign government regulations.
- Negotiates Non-Disclosure Agreements, Memoranda of Understanding/Agreement, and similar documents.
- Monitors data and hardware delivery status, advising management of anticipated or actual delinquencies.
- Supports program teams in ensuring timely contract billings and payments, including follow-up on unbilled receivables or overage billings.
- Maintains accurate and timely updates to contract databases.
- Coaches personnel in Program Management, Engineering, Business Development, Quality, and Material on contracting law, regulation, and process.
Requirements
- Bachelor’s degree or equivalent work experience.
- Five (5)+ years of related experience.
- Strong customer-facing (sales) experience.
- Solid working knowledge of FTA forms (a plus).
- Experience in SaaS and/or international contracts (desirable).
- Proficient in PC and associated software (MS Office, Excel, SharePoint, SAP, PowerPoint).
- Analytical skills to organize, plan, execute, and administer contracts.
- Interpersonal skills to interact in delicate, sensitive, and complex situations with U.S. and foreign agencies and commercial customers.
- Ability to prioritize projects and work under tight deadlines.
- Occasional domestic travel required.
Pay
Cubic pay range for this role is $86,000.00 - $100,000.00 plus benefits. The range is a general guideline and may vary based on responsibilities, education, experience, knowledge, skills, internal equity, market data, or applicable law.
