Project/Unit Description

The Information and Communications Laboratory (ICL), Communications Systems and Spectrum Division (CSSD), seeks a Contracts Manager to support National Security projects. The Division develops innovative solutions in adaptive communications, spectrum sensing, EW systems, and next-gen cellular networks using advanced DSP, communications, AI/ML, and other technologies. The ideal candidate will have experience in Federal Government contracting and will collaborate closely with sponsors to manage research projects effectively.

Job Purpose

The Contracts Manager oversees multiple research projects and external sponsors. They support all aspects of contract vehicles, coordinate with sponsors, and assist Principal Investigators (PIs) in monitoring and controlling project progress. Success is measured by budget compliance, timeliness, and customer satisfaction.

Key Responsibilities

  • Coordinate lab resources, project directors, division chiefs, and support units
  • Provide financial reporting and maintain project schedules for sponsor reporting
  • Coordinate with sponsors on establishing and modifying task orders within contract vehicles
  • Attend sponsor program reviews and track project schedules and budgets
  • Manage operations and administrative tasks on multi-million dollar, complex contract vehicles with potential subcontractors
  • Support program development leads, SPS, OSP, and other support units on large proposals
  • Develop training for lab-level project directors and managers on PM responsibilities

Additional Responsibilities

  • Support PIs in ensuring technical execution aligns with project goals
  • Identify and address roadblocks for the technical team

Required Minimum Qualifications

  • Experience in Government contracting
  • Experience building Performance Work Statements and Statements of work
  • Experience overseeing technical execution to track against program objectives and schedule
  • Ability to obtain and maintain a DoD Security Clearance

Preferred Qualifications

  • Active TS/SCI Clearance
  • MBA or Master's Degree in relevant science, engineering, or technology field
