Contracts Manager
Advanced Technology and Research Corporation (ATR) is a well-established, rapidly growing engineering and manufacturing firm headquartered in a Maryland suburb of Washington DC. ATR produces automation systems for the logistics industry, including the US Postal Service, and provides technical services, R&D and hardware systems to the US military. The company employs about 175 people, many in mechanical engineering disciplines, organized into three operating groups.
About the role
We are seeking a senior-level Contracts Manager to serve as the primary point of contact for contracting personnel with government, non-government customers, and other external stakeholders. This role involves managing the full lifecycle of contracts, supporting bid and proposal efforts, and collaborating closely with divisional and corporate management.
Responsibilities
- Serve as primary POC for contracting personnel in Government, non-Government customers, and other external stakeholders.
- Review solicitations, identify requirements, risks, and compliance obligations.
- Prepare responses to representations, certifications, and other conditions.
- Draft, review, and execute subcontracts, teaming agreements, NDAs, and other applicable documents.
- Monitor contract funding, deliverables, and periods of performance; initiate modifications as needed.
- Administer the company’s portfolio of contracts (FFP, CPFF, T&M & IDIQ types).
- Maintain accurate contract files in accordance with CPSR and company standards.
- Prepare for and participate in Federal contract compliance audits (DCAA, DCMA).
- Manage all contract cradle-to-grave processes, ensuring all deliverables and financial obligations are met.
- Archive contract documentation per company policy and regulatory requirements.
- Support all operating divisions in proposal development, with emphasis on cost and pricing aspects.
- Organize and schedule efforts for complex responses, including terms and conditions, compliance matrices, and risk assessments.
- Perform or direct customer invoicing on a monthly or billing-event basis.
- Contribute to revenue and cost recognition decisions for financial reporting.
- Participate in regular reviews and analysis of financial results.
- Lead and manage a small Contracts staff.
- Collaborate closely with divisional operating management and other corporate functions to avoid a "silo" approach.
- Participate with executive management in resource planning, risk assessments, and workforce compliance for all contract requirements.
- Manage Government Furnished Equipment (GFE) and Contractor Acquired Property (CAP).
Requirements
- Minimum Bachelor's degree in Business, Contracts, Finance/Accounting, Law, or a related field.
- Minimum 12 years of progressive experience in contracts work with direct Federal contracting exposure.
- Department of Defense (DoD) contracting experience required.
- Basic understanding of financial and cost accounting.
- Some experience in a commercial products/manufacturing environment is a plus.
- Strong working knowledge of FAR, DFARS, SBA rules, and other applicable Federal contracting regulations.
- Understanding of DCAA and DCMA methods, particularly indirect cost structures.
- Proficiency with government contractor management ERP systems and project/financial level modules; Deltek Costpoint or similar ERP system experience required.
- Must be a US citizen and hold or have the ability to obtain a Department of Defense (DoD) Secret clearance.
Skills
- Certifications (preferred): NCMA CFCM, CCCM, or CPCM; DAWIA.
- Ability to understand manufacturing processes for pricing and contractual purposes.
- Detail-oriented with excellent organizational skills.
- Ability to work well under deadline pressure and handle multiple projects with competing priorities.

Pay
$140,000–160,000 USD per year.
