About the role

Lynker Corporation is seeking a dynamic and experienced Contracts Grants and Agreements Specialist to join our growing team. This role supports the NOAA Business Operations Division by managing agreements, operational processes, and administrative functions essential to office efficiency.

Responsibilities

  • Coordinate, process, and track all internal and external agreements, including developing and maintaining a real-time Annual Agreements Plan that tracks agreements across their full lifecycle from development through close-out.
  • Prepare, submit, and facilitate agreement packages through administrative review, legal clearance, and allotment processes, while providing technical assistance to NOAA federal managers and staff to ensure compliance with legal and financial requirements.
  • Collaborate across divisions and with internal and external partners to support efficient, organized, and compliant business operations.

Requirements

  • Demonstrated experience developing and managing agreement tracking systems (e.g., spreadsheets, databases) and maintaining accurate, real-time records.
  • Knowledge of federal funding processes, including administrative review, legal clearance, allotment, and budget execution coordination.
  • Strong proficiency in Google Workspace (especially Sheets) and/or Microsoft Office for tracking, reporting, and data management.
  • Prioritization and time management skills, with the ability to work independently in a small team environment, manage multiple priorities, and follow and improve standard operating procedures.
  • Eligibility to pass a National Agency Check with Inquiries (NACI).

Qualifications

  • Bachelor’s degree in Business Administration, Contract Management, or related field, or equivalent experience.
  • At least 4 years of relevant experience, or 8 years of experience with a High School degree and relevant experience.

Skills

  • Strong proficiency in Google Workspace (especially Sheets) and/or Microsoft Office for tracking, reporting, and data management.
  • Proven ability to collaborate effectively with federal staff, budget personnel, and cross-divisional teams, while providing clear and professional communication.
  • Ability to work independently in a small team environment, manage multiple priorities, and follow and improve standard operating procedures.

Pay

The pay range for this position is $65,000 - $90,000 annually, commensurate with experience.

Schedule

This is a full-time position with flexible working hours to accommodate NOAA's operational needs.
