About the role

The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. Under Local Law 199 of 2019, the Department of Sanitation is required to implement a program known as Commercial Waste Zones (CWZ), which transfers the regulation of private waste haulers to the Department of Sanitation.

DSNY is seeking a Contracts and Compliance Manager to join the Bureau of Commercial Waste. The Contracts and Compliance Unit ensures that awardees meet all their contractual obligations regarding proper operations, recycling, safety and training, pricing, customer service, infrastructure, and disposal practices. Reporting directly to the Deputy Director with varying degrees of latitude for independent initiative, judgment, and decision making, the successful candidate will assist in the growth and management of a team of analysts who will oversee dozens of commercial waste zone (CWZ) collection contracts between the City and private waste haulers. The Unit monitors operational records and works with other units within the Bureau and the Department to identify violations of City rules and instances of breach of contract.

Responsibilities

  • Hire and oversee the work of Contracts and Compliance Analysts.
  • Manage multiple contracts, from day-to-day review to in-depth compliance analysis, performance review, and other reporting.
  • Identify and remediate violations of City rules and terms of contracts from CWZ awardees.
  • Train CWZ awardees and Contracts and Compliance staff in compliance and data processes.
  • Collaborate with agency IT, Legal and Enforcement divisions on data and compliance processes.
  • Produce regular summary reports on the status and progress of the CWZ program for internal management, City Council, and the public.
  • Work closely with the Bureau of Commercial Waste Executive staff and other units to facilitate a collaborative, effective, and successful implementation of the CWZ program.

Minimum Qualifications

One of the following:

  • A master’s degree in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor and two years of full-time professional experience, including 18 months of executive, managerial, administrative, or supervisory experience.
  • A baccalaureate degree and four years of professional experience, including 18 months of executive, managerial, administrative, or supervisory experience.
  • An associate degree or 60 semester credits and six years of full-time professional experience, including 18 months of executive, managerial, administrative, or supervisory experience.
  • A four-year high school diploma and eight years of full-time professional experience, including 18 months of executive, managerial, administrative, or supervisory experience.
  • An equivalent combination of education and experience.

All candidates must have a high school diploma and at least two years of experience as described above, including the 18 months of executive, managerial, administrative, or supervisory experience.

Preferred Skills

  • At least three years of experience in contract management, public policy or administration, procurement, auditing, accounting, project management, or investigations with increasing levels of responsibility.
  • Experience in writing and communications.
  • Experience using Microsoft Excel.
  • Experience using Salesforce or similar customer relationship management databases.
  • Experience working on vendor compliance, performance evaluations, audits, investigations, or contract management.
  • Ability to negotiate and resolve disputes while prioritizing the City’s interests.
  • Outstanding attention to detail and the ability to juggle various priorities and produce consistent, quality work.

New York City residency is generally required within 90 days of appointment. City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.

Pay

$98,140.00 – $131,956.00
