Position Overview
The selected person will serve as a team member and representative for NASA Solutions for Enterprise-Wide Procurement (SEWP)'s Contracting Team. This member will provide support to leadership and the appropriate civil servant(s) with all team activities.
Core Responsibilities
- Support SEWP leadership, including contractor management and corresponding civil servants(s) with execution of the day-to-day activities of the team
- Lead the administration of high-value, high risk contracts in the modification process
- Process complex corporate changes and novation modification agreements by gathering required legal and financial documentation
- Draft, issue and manage subcontracts and contract holder performance tracking
- Review complex modifications, work with legal, finance with civil servant members to resolve contractual issues
- Provide general assistance and support to SEWP civil servant contracting staff in accordance with the FAR and NASA contracting regulations, including drafting/reviewing/filing documents, monitoring of vendor responses, and data entry, preparation, and management
- Respond to team needs and activities and make recommendations to SEWP leadership
- Understand and report on NASA contracting practices, trends, and requirements
- Utilize familiarity with solicitation trends specific to the SEWP program in support of Contracting staff and needs
- Provide tactical, hands-on SEWP support in the preparation and management of contracting documentation and information
- Detail understanding of SEWP processes, particularly the rules and procedures for contract holders
- Aid SEWP staff with contract administration data and documentation requirements and procedures with Contract Holders
- Develop an understanding of the SEWP program and related tools
- Attend and participate in SEWP meetings and report relevant information to leadership
- Ability to travel locally (up to 60%) / within CONUS (up to 25%) post travel restrictions
- Serve as a liaison and support for internal teams and Contract Holders (CHs) regarding status of contract actions
- Collaborate with cross-functional teams to streamline project delivery while managing key CH relationships
- Utilize Service Now System to monitor deadlines and contract deliverables in a timely manner
- Draft, review and execute modifications and ensure all modifications comply with FAR
- Build and maintain file repository for all contract actions for each CH; maintain comprehensive, compliant contract files
- Manage contract modifications, and other contract actions as assigned
- Manage spreadsheets that track each contract action for each CH
- Oversee contracts as bridge between Government client and CH
- Other Duties as assigned
Minimum Requirements
- Minimum of a Bachelor's degree in a related field is required
- 7+ years of relevant experience
- Federal contracting certifications (such as DAWIA) a plus
- Hands-on approach to administrative support
- Technical proficiency-ability to utilize different Contract Systems and Microsoft Office systems
- Excellent oral and written communication skills, including public speaking and presenting
- Comprehensive understanding of federal processes, procedures, and regulations
- Ability to incorporate a resilience-based strategy to handle and resolve difficult, high-risk contract issues
- Strong time management skills / self-starter; Ability to solve complex contract issues and utilize own independent research
- Ability to demonstrate confidence, independence and adaptabilityto learn alongside the decisive problem-solving skills needed to manage each CH portfolio
- Demonstrates an approachable communication style that supports seamless team collaboration and thrives in a fast-paced, customer-centric environment
- Ability to interact well with peers, customers, leaders, and stakeholders in focused and detail-oriented fashion, completing projects independently while maintaining high-quality relationships
- Efficiently manage portfolios of Contract Holder spreadsheets and contract documentation files with high accuracy and organization
- Maintain effective communication and team engagement within MS Teams regarding the status of pending CH contract files
- Analyzes complex operational challenges and proposed innovative solutions to key stakeholders, increasing efficiency
- Demonstrates a positive attitude, adaptability to learn new processes quickly
Preferred Expertise
- Strong Attention to detail in data entry skills; Maintain high data integrity by accurately entering information
- Strong critical and analytical thinking skills
- Strong knowledge of and experience with federal government contract vehicles, especially NASA SEWP, Indefinite Delivery Indefinite Quantity (IDIQ) contracts, and Government Wide Acquisition Contracts (GWACs)
- Proficiency in Microsoft Office (Word, Excel, Power Point etc.)
- Familiarity with FPDS, CPARS, NCMS and similar federal contracting data systems
- Knowledge of current industry trends, including experience with federal contract documentation
- Working knowledge of the Federal Acquisitions Regulations (FAR) and related requirements
- Strong verbal and written communication skills, particularly presenting and public speaking
- Attention to detail and excellent critical thinking skills
