About the role

The position involves serving as a CONTRACTING OFFICER REPRESENTATIVE in the CUSTOMER SUPPORT DIVISION (CODE 420), CONTRACT AND LOGISTICS DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

Responsibilities

  • Plan and coordinate on-site reviews for the evaluation of personnel protection/prevention and safety programs for compliance with appropriate procedures, contracts and specifications.
  • Conduct daily shipboard safety inspections and make on-the-spot recommendations to correct unsatisfactory and unsafe conditions.
  • Utilize the output of various contractor systems and procedures for cost estimating, labor and overhead, budgeting, purchasing and resource planning.
  • Present information, ideas and conclusions clearly and concisely both in writing and orally.
  • Report non-compliance with the contract terms or conditions to the Contracting Officer and Requiring Activity Manager/incumbent supervisor immediately upon discovery.
  • Submit monthly reports to the Contracting Officer documenting the contractor's progress and identifying any problems/issues with the contractor's performance.
  • Document and report any labor disputes, either actual (i.e., that have occurred) or potential (i.e., that may occur outside of the reporting period), that may impact the successful performance of the contract/order.

Requirements

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.

Qualifications

  • Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience overseeing the various contracted operations, functions and efforts required to execute complex ship repair work.
  • Experience working with organizational structures of large industrial operations in functions pertaining to administration, contracting, engineering, production, material supply systems, and workload scheduling.
  • Experience using oral and written communication skills to relay accurate information, ideas and conclusions.
  • Experience analyzing contractor reports and providing detailed statements of work, including estimates of labor and material requirements.
  • Experience providing suitable alternatives and resolving critical problems, extending techniques and developing new approaches to accomplish the industrial phases of ship repair, overhaul, alterations, conversions of assigned ships.
