About the role

The U.S. Attorney's Office for the District of Oregon is seeking a Contracting Officer within our Administrative Division. This position is located in Portland, OR.

Responsibilities

  • Helps in the development and documentation of acquisition strategies for procuring supplies and services that may require specialized handling provisions, terms, and conditions.

  • Serves as the senior and final level reviewer for all actions within delegated procurement authority, including pre-award negotiation objectives, price reasonableness determinations, and contract dispute resolutions.

  • Prepares Statements of Work (SOW) or Statements of Objectives (SOO), and other documents necessary to ensure all appropriate specifications are clear prior to a formal solicitation process.

  • Determines appropriate methods of procurement, contract types, formal advertising, or other means adhering to appropriate policy, procedures, and processes.

  • Evaluates proposals, unsolicited proposals, and other bid documents.

  • Performs cost analysis and other evaluation actions to determine the value of the lowest bid in award decisions.

  • Prepares recommendations for award, documenting reasons for decisions including justifying the basis for not recommending the lowest bidder.

  • Projects and analyzes space needs on proposed initiatives, staff changes, and technology improvements.

  • Provides administrative support in the areas of contracting and purchasing.

Qualifications

  • Completion of a 4-year course of study leading to a bachelor's degree or higher with a major in any field, or completion of at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

  • Must be a U.S. Citizen or National.

  • Must pass a background investigation and be registered for Selective Service, if applicable.

  • Must meet time-in-grade requirements within 30 days after the closing date of this announcement.

  • Must attain and retain at least a level 1 (one) Federal Acquisition Certification in Contracting (FAC-C) as a federal contracting professional.
