Contract Support Specialist (Power Ahead Colorado)

About the role

The Denver Regional Council of Governments (DRCOG) is seeking a Contracts Support Specialist to join the Power Ahead Colorado team. This role plays a crucial part in implementing and monitoring business operations for DRCOG's innovative climate pollution reduction initiatives.

Responsibilities

  • Affirms and monitors business operations for DRCOG Power Ahead Colorado programs.
  • Prepares and tracks agency contracts and agreements, ensuring compliance with legal requirements and agency guidelines.
  • Aids in processing payment requests for participant support costs, tracking and reconciling payment records, and ensuring compliance with program and funding requirements.
  • Enters subaward data into automated systems, verifying accuracy, performing calculations, and reconciling data.
  • Responds to information requests from staff and external contacts, researching and providing information and technical assistance regarding applicable laws, policies, rules, and regulations.
  • Aids in training and monitoring contractors on grant compliance per funding stream guidelines, reviewing and auditing contractor requests for reimbursement, and monitoring contractor performance and compliance.
  • Processes program rebates and incentives payments, including documentation review and cost tracking; coordinates with Compliance Specialist to ensure timely and accurate payment to program participants and contractors; supports accounting staff as needed in recording and reconciling payment transactions.
  • Affirms and monitors contracts, amendments, and related documentation; monitors contractors and subrecipients for compliance with contract and program requirements.
  • Reviews vendor invoices and backup documentation for approval by Program Manager; updates budget trackers and informs Program Manager of any budgetary concerns or issues.
  • Supports the Grants Management System; monitors subaward information for accuracy and completion; processes subrecipient monthly cost reimbursement requests, reviews cost documentation, and compiles monthly billing packages for Accounts Payable.
  • Collects and aggregates data for program evaluation; compiles program reporting to management and EPA.
  • Reviews and monitors Power Ahead Colorado programs; tracks project deliverables, contractor performance metrics, and general workplan progress and identifies areas for follow-up.
  • Attends staff meetings of division, program, and team; presents updates as needed.
  • Performs other duties of a similar nature and level as assigned.

Qualifications

  • Bachelor's degree in a business-related field and three to five years of experience in contract and/or financial management, accounting, grants administration, or a related discipline.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Benefits

The hiring salary range for this position is $5,103.50 - $6,126.28/month or $2,551.75 - $3,063.14/semi-monthly depending on qualifications. Additional benefits include:
