Contract Manager

About the role

We are seeking a dedicated and experienced Contract Manager to join the JSOMTC team. In this role, you will play a vital role in delivering high-quality instruction and training development support, providing onsite day-to-day operational management of staff and instructional services. You will contribute to the advancement of medical education by instructing National Registry Emergency Technician Basic (B) and Paramedic (P) Courses, as well as Cardiopulmonary Resuscitation. Your expertise will extend to curriculum course development, recommendations, and personnel management. You will collaborate with our team to enhance training programs, including generating course changes that require Program of Instruction (POI) updates, rewrites, and redesigns. You will also integrate essential documentation and data into the Training Development Capability (TDC) Database and other systems to ensure alignment with USASOC and TRADOC requirements.

Responsibilities

• Manage all contract activities, establishing procedures to support the mission, main tasks, ancillary tasks, and objectives as outlined in the Performance Work Statement (PWS).
• Oversee personnel in coordination with JSOMTC's schedule of training, exercises, and events.
• Maintain 100% continuity of instructor performance and required instructor-to-student ratios; ensure no contractor vacancy remains open for more than 10 working days.
• Attend JSOMTC's coordination and synchronization meetings and remain available for After-Action Reviews (AAR) as scheduled by the Contracting Officer Representative.
• Support daily operations of JSOMTC, including instruction and hands-on application through practical exercises with various medical tools.
• Ensure all instructors are qualified for assigned classes/courses and that no non-faculty personnel teach medical blocks of instruction.
• Ensure contract employee compliance with security requirements.
• Advise the military on the development and implementation of course material.
• Conduct or permit the Government to perform preventive maintenance checks and services (PMCS) on all Government equipment and systems used in support of the POI.
• Design and create electronic training aids in support of JSOMTC training objectives, subject to Government approval.
• Maintain faculty-to-student ratios in didactic and hands-on blocks as per published POIs.
• Serve as the primary instructor for assigned classes, using methods such as large group classroom instruction, small group instruction, and hands-on training, including coordination with subject matter experts (SMEs).
• When instructing, coordinate classes and prepare lesson plans in cooperation with the Course Director per Special Warfare Center & School (SWCS) guidance, including developing practical exercises and learning activities.
• Assemble and maintain all materials pertaining to blocks of instruction, including lesson plans and visitor folders.

Requirements

• Bachelor’s Degree (10 years of Army Special Forces experience may substitute for the academic degree).
• Experience commensurate to that of a Senior Non-Commissioned Officer (NCO) of the pay grade of E-8.
• Four years’ experience as a senior supervisor in management and operations within Special Operations Forces.
• Project Management Professional (PMP) certification (four years of project management experience may substitute for the PMP certification).
• Must be a SOCM graduate (SFMS preferred).
• Must be a U.S. Citizen with an active DoD Secret Clearance.
• For instructors of the Special Forces Medical Sergeant Skills Sustainment Course, each instructor must be an SFMS graduate and have served at least 3 years on an ODA, MSOT, SWCC, or SEAL Platoon.

Qualifications

• Extensive experience working with senior military officers and managing complex military programs.
• Familiarity with industry-standard Program/Project Management activities and functions.
• Proficiency in Microsoft Office (Word, Excel, PowerPoint) and web-based applications.
• Excellent communication and time management skills.
• Current certifications in:
  • Basic Life Support Provider (BLS-P)
  • Tactical Combat Casualty Care (TCCC)
  • Advanced Cardiac Life Support Provider (ACLS-P)
  • Pediatric Education for Pre-Hospital Professionals (PEPP)
  • American Heart Association (AHA) Certification (must be obtained within 6 weeks of hiring)
  • USSOCOM Advanced Tactical Practitioner (ATP) requirements

Preferred Qualifications

• SFMS Graduate
• Basic Life Support Instructor (BLS-I)
• Advanced Cardiac Life Support Instructor (ACLS-I)
• Pediatric Education for Pre-Hospital Professionals (PEPP) Instructor
• Emergency Medical Technician-Paramedic (EMT-P), certified IAW NREMT, a U.S. jurisdiction, or USSOCOM Advanced Tactical Practitioner (ATP) requirements.
